BULLET Public Library Benefits Valuation Study
Evaluation
The researchers asked the director of each of the participating libraries to complete an assessment form that evaluated the project and its products based on their value as a managerial tool for:

Understanding and communicating the mission of their library;

Informing budget decisions and strategic planning;

Assisting public relations with constituencies and the general public.

Directors also were asked to assess the project and products for cost, practicality, and transportability. A record of partner library responses is available in Appendix B.

In summary, the results of the evaluations were as follows:

1) Demonstration- Site library staff proved capable of implementing all their tasks required by the study;
2) Demonstration - Site administrators state that CBA is a new tool, and they are using its findings for policy and communication purposes;
3) Demonstration - Site library administrators recognize that the methodology has produced a defensible floor of benefits;
4) Demonstrate - Site library administrators state they have a new tool for effectively communicating with their constituencies (including their staff);
5) Demonstrate - Site administrators recognize the transportability of the methodology and have encouraged their colleagues to undertake other studies;
6) Demonstrate - Site administrators state that they found the study worth the time and money - that of their own system and the investment of federal dollars.

In the dissemination phase below, participants in the June 2000 training also were given the opportunity to assess the cost, practically and transportability of research design and products.
