BULLET St. Louis City Resolution Number 327
February 26, 2010

WHEREAS, we have been apprised that Detective Carl Dulay was selected by his peers as the 2009 Detective of the Year for the Second District; and

WHEREAS, Detective Dulay who is apart of the Second District Bureau, was unanimously voted Detective of the Year by his peers for his undaunted dedication to his profession and the citizens of the District. He not only uses the investigative strategies and interview skills that he has gained from years of experience as an officer and detective but he takes the time to mentor and assist the younger officers and detectives that he encounters; and

WHEREAS, Detective Dulay is extremely well respected by his peers and supervisors alike and he continues to be a valuable asset to the District Detective Bureau. There is no doubt that without his leadership and resolute dedication, the Second District Detective Bureau would not have led the City in overall clearance rate and issuance rate. Detective Dulay is one of the best detectives in the department; and

WHEREAS, Detective Dulay is a 16 year veteran of the St. Louis Metropolitan Police Department and has been assigned to the Second District Bureau since October of 2001; and

WHEREAS, he and his wife, Janine, of 22 years, have two children, Amie and Erick Dulay.

NOW THEREFORE BE IT RESOLVED by the Board of Aldermen of the City of St. Louis that we pause in our deliberations to congratulate Detective Carl Dulay on his recognition and we wish him continued success and achievement and we further direct the Clerk of this Board to spread a copy of this Resolution across the minutes of these proceedings and to prepare a commemorative copy to the end that it may be presented to our honoree at a time and place deemed appropriate by the Sponsor.
