INTRODUCED BY ALDERMAN PHYLLIS YOUNG, FRANCIS G. SLAY, PARRIE L. MAY, DIONNE FLOWERS, APRIL FORD GRIFFIN, MARGARET VINING, SHARON TYUS, LYDA KREWSON, BENNICE JONES KING, GREGORY CARTER, CRAIG N. SCHMID, ALFRED WESSELS, JR., IRVING C. CLAY, JR., TERRY KENNEDY

 

An ordinance, recommended by the Board of Estimate and Apportionment, authorizing a supplemental appropriation, amending Ordinance 64933 in the amount of Three Hundred Thousand Dollars ($300,000) from the existing fund balance in Fund 1116 Victim Assistance Fund, and appropriating said funds to Fund 1116, Dept. 800 Director of Human Services, Accounts 5865 and 5867, which appropriation consists respectively of Two Hundred Seventy Five Thousand Dollars ($275,000) for the purpose of providing operating expenses for shelters to battered persons and Twenty Five Thousand Dollars ($25,000) for the purpose of providing financial assistance to shelters for victims of domestic violence; and containing an emergency clause.

WITNESSETH, THAT,

WHEREAS, as of the fiscal year ended June 30, 2000, there was a fund balance in Fund 1116 Victim Assistance Fund in an amount in excess of $300,000 and;

WHEREAS, the City desires to make these funds available to operators of battered persons shelters and to provide financial assistance to shelters for victims of domestic violence, pursuant to existing ordinances and;

WHEREAS, the Charter, Article XVI, Section 6, authorizes supplemental appropriations upon the recommendation of the Board of Estimate and Apportionment.

NOW THEREFORE BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS:

SECTION ONE. Pursuant to the recommendation of the Board of Estimate and Apportionment, there is hereby appropriated Three Hundred Thousand Dollars ($300,000) from the existing fund balance in Fund 1116 Victim Assistance Fund to Fund 1116, Dept. 800 Director of Human Services, Accounts 5865 and 5867, which appropriation consists respectively of Two Hundred Seventy Five Thousand Dollars ($275,000) for the purpose of providing operating expenses for shelters to battered persons and Twenty Five Thousand Dollars ($25,000) for the purpose of providing financial assistance to shelters for victims of domestic violence.

SECTION TWO. Emergency Clause. This being an ordinance providing for the preservation of public health and safety and providing for current expenses of the City government, it is hereby declared to be an emergency measure within the meaning of Sections 19 and 20 of Article IV of the Charter of the City of St. Louis and therefore this ordinance shall become effective immediately upon its passage and approval by the Mayor.
