INTRODUCED BY ALDERMAN STEPHEN GREGALI

An ordinance imposing a charge of two dollars ($2.00) per one thousand dollars ($1,000.00) or fraction thereof of the estimated valuation of any building permit issued by the City of St. Louis to be used exclusively to finance detection and remediation of lead contamination; establishing a fund and procedure for disbursement of said charges; providing for the administration and enforcement of such charge; and containing an emergency clause.

BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS:

SECTION ONE. There is hereby imposed a charge of two dollars ($2.00) per one thousand dollars ($1,000.00) of the estimated valuation of any building permit issued by the City of St. Louis to be used exclusively to finance detection and remediation of lead contamination.

SECTION TWO. The Comptroller of the City of St. Louis is hereby authorized and directed to establish a Special Account to be known as the Lead Remediation Account in which all funds received pursuant to this ordinance shall be deposited and said funds shall be kept separate and apart from all other funds. Said funds are hereby appropriated for the detection and remediation of lead contamination and the building commissioner is authorized to enter into contracts for said detection and remediation of lead contamination and the comptroller shall countersign said contracts. The primary target implementation areas are the zip codes: 63104, 63110, 63112, 63113, 63115, and 63118 where the highest lead poisoning prevelant rates are. Other zip codes are not precluded. Any funds expended for the detection and remediation of lead contamination and subsequently recovered by suit or otherwise shall be placed into the Lead Remediation Account. All interest generated on deposited funds shall be accrued to the Special Account so established. The Comptroller shall make an annual report on or before January 30 of each year to the Board of Aldermen and the Board of Estimate and Apportionment as to the receipts, encumbrances and disbursements of said account.

SECTION THREE. This being an ordinance for the preservation of public peace, health and safety, it is hereby declared to be an emergency measure within the meaning of Section 19 and 20 of Article IV of the Charter of the City of St. Louis and shall become effective immediately upon its approval by the Mayor.
