An ordinance establishing on the effective date of Ordinance ____ (B.B. 52CS) a Community Development Administration, consisting of a Director, a Monitoring Office, a Fiscal Office, a Special Programs Office and a Residential Development Office; providing for the powers and duties of the Director, the Monitoring Office, Fiscal Office, Special Programs Office and Residential Development Office, each headed by a Manager; with an emergency provision.

WHEREAS, The Community Development Agency, established by Ordinance 56708, has performed various duties and functions on behalf of the City of St. Louis in connection with certain grants of funds for City development activities and program activities; and

WHEREAS, It is in the best interests of the City to establish a governmental unit expressly authorized to perform such duties and functions;

BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS:

SECTION ONE. Community Development Administration.

There is established on the effective date of Ordinance ____ (B.B. 52CS) a Community Development Administration. The Community Development Administration shall consist of a Director appointed by the Mayor, a Monitoring Office, a Fiscal Office, a Special Programs Office and a Residential Development Office.

SECTION TWO. Community Development Administration- Duties

The duties of the Community Development Administration are to apply for, receive and administer federal Department of Housing and Urban Development (“HUD”) funds, for city development activities and program activities eligible to be funded with HUD funds, and to comply with all lawful and applicable rules, regulations and reporting requirements imposed by HUD in connection with its grants of funds.

SECTION THREE. Community Development Administration- Current Programs.

As of the date of adoption of this ordinance, the programs, formerly administered by the Community Development Agency, which shall be administered by the Community Development Administration include the following:

Community Development Block Grant Entitlement Program;

Community Development Block Grant Emergency Supplemental Program;

Urban Development Action Grant Program;

HOME Investment Partnerships Program

HOME Disaster Funds;

Housing Opportunities for Persons with AIDS Program;

Emergency Shelter Grants;

Section 108 Loan Guarantee Program;

Economic Development Initiative Grant Program;

Lead Based Paint Hazard Control Program;

Rental Rehabilitation Program;

State of Missouri Community Development Block Grant Program.


The Community Development Administration is hereby authorized and directed to administer the above programs and other programs which may hereafter be funded by HUD for and on behalf of the City. All records and documents of the former Community Development Agency, relating to such programs, shall be transferred to the Community Development Administration.

SECTION FOUR - Community Development Administration - Reports

As of the date of adoption of this ordinance, the reports, formerly prepared by the Community Development Agency, to be prepared and filed with HUD by the Community Development Administration include the following reports required by HUD:

Consolidated Annual Performance and Evaluation Report;

Integrated Disbursement and Information System Reporting;

Emergency Supplemental Grantee Performance Reports;

City of St. Louis Consolidated Annual Plan; and

St. Louis Consolidated Plan, 5 Year Strategy.


The Community Development Administration is authorized and directed to file such reports and other reports which may subsequently be required by HUD for and on behalf of the City. All records and documents of any kind related to such reports, formerly held by the Community Development Agency, shall be transferred and held by, and become records of, the Community Development Administration.

SECTION FIVE. Community Development Administration- Director

There shall be a Community Development Administration Director appointed by the Mayor, who may be removed for cause only. The Director shall oversee the operations of the Administration and shall appoint and supervise its personnel pursuant to the Civil Service provisions of the Charter and ordinances.. He shall prepare an annual budget for the Administration. With the approval of the Board of Estimate and Apportionment he shall have power to enter into contracts in furtherance of the purposes of this ordinance. All such contracts to be executed in the name of the City shall be signed by the Director and the Comptroller, unless otherwise provided for or required by law.

SECTION SIX. Monitoring Manager and Office.

The Community Development Director shall appoint a Community Development Administration Monitoring Manager pursuant to the Civil Service provisions of the Charter and ordinances to monitor and assist in the implementation of work programs and other contracts funded through the Community Development Administration, and to assure the accountability of funded parties. Work programs and other contracts funded through the Community Development Administration shall be implemented in accordance with all applicable law and HUD regulations and rules. The Monitoring Manager shall oversee the work of the Monitoring Office and assist the Community Development Director in connection with all matters relating to the Community Development Administration’s monitoring functions and duties.

SECTION SEVEN. Fiscal Manager and Office. The Community Development Director shall appoint a Community Development Administration Fiscal Manager pursuant to the Civil Service provisions of the Charter to manage funds received by the Community Development Administration. Funds shall be managed in accordance with all applicable law and HUD regulations and rules. The Fiscal Manager shall oversee the work of the Fiscal Office and assist the Community Development Director in connection with all matters relating to the Community Development Administration’s fiscal management functions and duties.

SECTION EIGHT. Special Programs Manager and Office. The Community Development Director shall appoint a Community Development Administration Special Programs Manager pursuant to the Civil Service provisions of the Charter to be in charge of programs directly conducted by City personnel within the Community Development Administration. The Special Programs Manager shall oversee the work of the Special Programs Office and assist the Community Development Administration Director in connection with all matters relating to the Community Development Administration’s special programs functions.

SECTION NINE. Division of Residential Development.

The Community Development Director shall appoint a residential development manager in accordance with the civil service provisions of the Charter. The Manager of Residential Development under the direction of the Director of the Community Development Administration shall perform all activities necessary for the development and implementation of residential endeavors in the city. The Manager of Residential Development shall further be charged with the encouragement and implementation of beautification projects within the City.

SECTION TEN. Emergency Provision.

This being an ordinance for the preservation of public peace, health and safety, it is hereby declared to be an emergency measure within the meaning of Section 19 and 20 of Article IV of the Charter of the City of St. Louis and shall become effective immediately upon its approval by the Mayor.
