INTRODUCED BY ALDERMAN MARY ROSS

An ordinance, recommended and approved by the Airport Commission, the Board of Public Service and the Board of Estimate and Apportionment to initiate a public work and improvement program ("Building Project") at Lambert-St. Louis International Airport (the "Airport") providing for and consisting of, but not limited to architectural, engineering, planning and related consulting and managing expenses pertaining to the planning, designing, consulting, the preparation and production of contract documents, advertising and the taking of bids, construction management and construction for renovations, additions and new facilities to and for the terminal complexes and concourses, parking facilities, associated Airport buildings, roadways, driveways and environs including but not limited to all, architectural, structural, electrical, mechanical, finishes, waterproofing, landscaping, paving and other related work necessary to provide for: the renumbering of all aircraft boarding gates from numeric to alpha numeric with all related signage, the removal and replacement of floor tile and expansion joints for the Main Terminal Baggage Claim Level; a new toll plaza for the short term and intermediate term parking areas; remove and replace the parking operations offices and operations area, provide new canopies and related improvements for the Brown Level of the parking garage, the center island and exits 6 and 14 on the Bag Claim Drive; a second passenger elevator in the short term parking garage; a vaulted plexiglass and ventilation system for the short term garage adjacent to Bag Claim Drive; remove and replace the east and west pairs of escalators on the Baggage Claim Level of the Main Terminal, removal of carpet and replacement of carpet and other floor finishes for Concourses A and B; provide mechanical, electrical and other improvements necessary for the conversion of airline to retail space for Concourse A; installation of new fire alarm system for the Main Terminal and Concourses A, B, C, D, and E; install phase protection for Concourses A, B, C, D, and E; replacement of the plaza planters, sidewalks, waterproofing, and paving for the Main Terminal Ticketing Drive; modifications of Traffic Distribution for the Main Terminal Area; annual structural and related maintenance projects for the short term parking garage; replacement of the traffic signals and controllers for Lambert International Blvd.; phase II reconstruction of Lambert International Blvd. At Ticketing Drive; Phase II of the annunciators for escalators, elevators and walkways and Phase II of the visual alarm and public address project at a total estimated cost of Sixteen Million, Two Hundred Thousand Dollars ($16,200,000); appropriating the total sum of Sixteen Million, Two Hundred Thousand Dollars ($16,200,000) from the Airport Development fund to be expended for the payment of cost for work authorized herein; authorizing and directing the Board of Public Service to let contracts, purchase materials and equipment, employ labor, pay salaries, wages, fees, retain consultants and otherwise provide for the work authorized herein; providing that any contract let hereunder, shall be subject to the Charter of the City of St. Louis and any Missouri State laws or regulations applicable thereto; authorizing and directing the Comptroller of the City of St. Louis to draw warrants from time to time on the Treasurer of the City of St. Louis for the payment of expenses authorized herein upon submission of properly certified vouchers in conformance with procedures established by the Comptroller; authorizing the Director of Airports to make such applications and provide such data and to take whatever action necessary to seek reimbursement from the Federal Aviation Administration under the Airport Improvement Program, the Passenger Facility Charge Program or other programs for which these authorized expenditures might qualify; directing that contracts let under authority of this ordinance be in compliance with all applicable minority and women or disadvantaged business enterprise requirements and in compliance with all applicable Federal, State, and local laws, ordinances, regulations, court decisions and executive orders relating to equal employment opportunity; and containing an emergency clause.
WHEREAS, approximately 30 to 35 Million people use the structural and related facilities at Lambert-St. Louis International Airport each year;

WHEREAS, the age of these structures and related facilities date back to 1956 and as such, are in need of repair and replacement;

WHEREAS, the Airport has an annual systematic Repair, Replacement and Improvement Program in effect to address the extensive usage and age of these structures and related facilities at Lambert; and
WHEREAS, this ordinance represents the 1996-97 Fiscal Year provision to address the aforementioned.

BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS:

SECTION ONE. SECTION TWO. There is hereby authorized an appropriation of Sixteen Million, Two Hundred Thousand Dollars ($16,200,000) from the Airport Development Fund established under authority of Ordinance No. 59286, Section 13, approved October 26, 1984 to be expended for the payment of costs authorized herein.

SECTION THREE. The Board of Public Service is hereby authorized and directed to let contracts, purchase materials and equipment, employ labor, pay salaries, wages, fees, retain consultants and otherwise provide for all work authorized by this ordinance.

SECTION FOUR. It is hereby provided that any contract let hereunder, shall be subject to the Charter of the City of St. Louis and any Missouri State laws or regulations applicable there.

SECTION FIVE. The Comptroller of the City of St. Louis is hereby authorized to draw warrants from time to time on the Treasurer of the City of St. Louis for payment of expenses authorized herein upon submission of properly certified vouchers in conformance with procedures established by the Comptroller of the City of St. Louis.

SECTION SIX. The Director of Airports is hereby authorized to make such applications, to provide such data and to take whatever action necessary to seek reimbursement from the Federal Aviation Administration under the Airport Improvement Program, the Passenger Facility Charge Program or other programs for projects herein authorized where such costs are deemed eligible and monies are made available for reimbursement under Federal law or contract.

SECTION SEVEN. It is hereby provided that contracts let under authority of this ordinance shall be in compliance with all applicable minority and women or disadvantage business enterprise requirements and in compliance with all applicable Federal, State and local laws, ordinances, regulations, court decisions and executive orders relating to equal employment opportunity.

SECTION EIGHT. This being an ordinance providing for public work and improvement, it is hereby declared to be an emergency measure as defined in Article IV., Section 20 of the City Charter and shall become effective immediately upon its approval by the Mayor of the City of St. Louis.
