An ordinance recommended by the Board of Estimate and Apportionment authorizing the expenditure of One Million Dollars ($1,000,000) of Prevention funds appropriated by Ordinance 63465 for capital equipment and improvements, and appropriating and authorizing the expenditure of a portion of said Prevention funds for expanded recreational programming, all in accordance with a detailed plan as set forth in Exhibits A and B hereto; with an emergency provision.

WHEREAS, Ordinance 63465 appropriated the sum of One Million Dollars of prevention funds to the Prevention and Detention Fund Account of fund 1217, Capital Improvement Projects fund for the purchase of capital equipment and improvements; and

WHEREAS, Ordinance 63465 provides in part that such prevention funds shall be expended, encumbered or transferred only in accordance with a detailed plan approved by the Board of Aldermen in a subsequent separate ordinance; and

WHEREAS, the Board of Aldermen wishes to expend said prevention funds for necessary capital equipment and improvement of City recreation centers; and

WHEREAS, the Board of Aldermen wishes to appropriate a portion of said prevention funds to provide expanded recreational programming for youth who reside in areas of the City where there are large populations of youth and no City recreation centers; and

WHEREAS, the Board of Aldermen wishes to approve a detailed plan for the expenditure of such prevention funds for capital equipment and improvement of existing City recreation centers and for expanded recreational programming into the other areas of the City that have large populations of youth and have no City recreation centers and to authorize their expenditure pursuant to such plan.

BE IT ORDAINED BY THE CITY OF ST. LOUIS, AS FOLLOWS;

SECTION ONE. Any provision of Ordinances 60419, 61250, 63375 and 63465 to the contrary notwithstanding, the sum of One Million Dollars ($1,000,000) of prevention funds appropriated by Ordinance 63465 for the Prevention and Detention Fund Account of Fund 1217, Capital Improvements Project Fund for purchase of capital equipment and improvements is hereby appropriated and authorized for expenditures for capital equipment and improvements and for expanded recreational programming pursuant to and in accordance a detailed plan for said expenditures set forth in Exhibit A hereto, including the detailed itemization for Outpost Site and Training Programs (Fund 1119) in the amount of Five Hundred Thirty Six Thousand Dollars ($536,000) as set forth in Exhibit B hereto. Exhibits A and B hereto are incorporated herein by this reference and are hereby approved.

SECTION TWO. This ordinance being deemed necessary for the immediate preservation of the public peace and safety, it is declared to be an emergency ordinance pursuant to Article IV, Sections 19 and 20 of the City Charter and shall take effect immediately upon its approval by the Mayor or its approval over his disapproval.
