25.13.010 Adoption.

The International Energy Conservation Code, 2004 Supplement Edition, as published by the International Code Council, Inc., three copies of which are on file in the Office of the Register of the City of Saint Louis, being marked and designated as the International Energy Conservation Code is hereby adopted as the Energy Conservation Code of the City of Saint Louis, in the State of Missouri pursuant to the ordinance codified in this chapter and in conformity with Section 71.943 RSMo; and that each and all of the regulations, provisions, penalties, conditions and terms of said Energy Conservation Code are hereby referred to, adopted and made a part hereto, as if fully set out in this chapter with the additions, insertions, deletions and changes prescribed in Sections 25.13.020 and 25.13.030 of this chapter.

25.13.020 Section 101.1--Amended

Change Section 101.1 to read as follows:

101.1 Title. These regulations shall be known as the International Energy Conservation Code of the City of Saint Louis, hereafter referred to as "this code."

25.13.030 Section 402.2.6--Amended.

Change Section 402.2.6 to read as follows:

402.2.6 Basement walls. When the basement is a conditioned space, the basement walls shall be insulated in accordance with Table 402.1. When the basement is not a conditioned space, either the basement walls or the ceilings separating the basement from conditioned spaces shall be insulated in accordance with Table 402.1. When insulating basement walls, the required R-value shall be applied from the top of the basement wall to a depth of 10 feet (3048 mm) below grade or to the top of the basement floor, whichever is less.

25.13.040 Penalty for violation.

Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof, or who shall erect, construct, alter, extend, repair, remove, demolish, use or occupy any building, structure or premises or equipment regulated by this code in violation of an approved construction document or directive of the code official or the Board of Building Appeals, or of a permit or certificate issued under the provisions of this code, and shall, upon conviction thereof, be punished by a fine of not more than five hundred dollars, or by imprisonment not exceeding ninety days, or both such fine and imprisonment. Each day that a violation continues shall constitute a separate and distinct offense.
