25.08.010 Names of contractors and subcontractors to be furnished. 25.08.010 Names of contractors and subcontractors to be furnished. Prior to the start of construction as authorized by a building permit,
the permittee or person to whom the building permit has been issued shall
furnish to the Building Commissioner, the License Collector and the
Collector of Revenue of the City a complete and accurate list of the names
and addresses of all contractors and subcontractors who have been engaged or
hired to perform any construction work at the site designated in the
building permit, together with the estimated contract value for each
contractor or subcontractor. If any additional contractors or subcontractors
are engaged or hired after the start of construction, the names and
addresses of all such additional contractors and subcontractors and the
estimated value of their contracts shall be furnished to the above-mentioned
City officials within seven (7) days after such contractors or
subcontractors are hired or engaged. All such contractors and subcontractors
shall have a valid license issued by the License Collector of the City
authorizing them to do business within the City. 25.08.020 Noncompliance--Suspension of construction. Whenever the person to whom a building permit is issued has not complied
with the provisions of Section 25.08.010, or has engaged any contractor or
subcontractor who does not have a valid license to do business within the
City, the Building Commissioner, the License Collector or the Collector of
Revenue shall have authority to suspend any or all construction work at the
designated site; provided however, that the Building Commissioner shall
first determine that the suspension authorized herein will not endanger
structural or fire safety at the designated site or the adjoining premises. 25.08.030 Stop work order to be in writing--Information
contained--Enforcement. The suspension or stop work order authorized herein shall be in writing,
shall state the effective date and time of such suspension, but in no event
shall the effective date be less than three (3) days, excluding Sundays and
holidays, after the issuance of the order. The suspension order shall
further state the general reasons for the suspension and the conditions
under which the work may be resumed. The suspension order shall be delivered
or mailed to the permittee indicated on the building permit at his address
thereon, within 24 hours of the date such order is issued, and also may be
posted in a conspicuous place at the building site. The License Collector
shall determine the amount of a bond, not less than the amount of the
contractor's license fees due, which shall be prescribed in the suspension
or stop work order. The bond as prescribed herein shall be payable to the
City with good and sufficient surety as determined by the Comptroller, and
if such a bond is filed with the Comptroller, the effective date of the
suspension order shall be stayed. Such bond shall remain in effect pending
the final decision in any subsequent appeal. The suspension or stop work
order may be appealed to the Board of Tax Appeals under the procedures
prescribed by law, and the Board shall determine the validity of the
suspension or stop work order, the amount of the bond and all facts
necessary in determining the amount of contractor's license fees due the
City. All City officials and the Metropolitan St. Louis police department
shall cooperate in the enforcement of these provisions and any suspension or
stop work order. 25.08.040 Inspection and copy of records authorized. The building commissioner, the license collector and the collector of
revenue of the City and their designated representatives shall have
authority to inspect and copy the construction records and contracts of all
contractors and subcontractors performing work under a building permit and
shall have authority to enter upon the construction site mentioned in the
building permit for purposes of ascertaining the names and addresses of the
contractors and subcontractors who are engaged to perform construction work
at such site, and for the purpose of determining whether such contractors or
subcontractors have a valid license authorizing them to do business within
