23.60.010 Director of Public Utilities--Enforcement.

The Director of Public Utilities shall enforce all ordinance provisions in relation to the lighting of the streets, alleys and other public places and of the public buildings of the City with gas or electricity, and in relation to the construction and operation of all plants and distributing wires and equipment used for distributing gas or electricity for light, heat, power, telegraph or telephone purposes.

23.60.020 Director of Public Utilities--Lighting of public buildings.

The Director of Public Utilities shall have charge of all lamps, fixtures, pipes, cables, tubes, conductors and appurtenances used in lighting the public buildings of the City and shall install, alter and maintain the same.

The cost thereof, unless provided for by special appropriation, shall be paid from funds annually appropriated for lighting public buildings.

23.60.030 Director of Public Utilities--Inspection of electrical apparatus premises.

The Director of Public Utilities is authorized and directed to inspect all premises on which apparatus for transforming energy of any kind into electrical energy or the reverse is located and premises where conductors for the transmission of electricity are placed for the purpose of ascertaining their condition and management.

23.60.040 Additional lighting--Payment.

Whenever any person shall apply to the Director of Public Utilities for additional lighting standards on a street, or for increased candle power, in excess of what the Director of Public Utilities is authorized to furnish in accordance with the general scheme of municipal lighting, and shall undertake to reimburse the City for any additional expenditure that it may incur by complying with such application, the Director of Public Utilities is authorized to establish as many additional standards and to furnish additional and extra candle power as may be applied for; provided, that the person applying for additional standards or increased candle power shall pay annually, in advance, the cost of installing and maintaining such additional standards and of furnishing such additional candle power. The Director of Public Utilities is authorized to remove any and all such additional lighting standards and to reduce or shut off any additional and extra supply of candle power whenever there is a failure to pay in advance, within the time fixed by the Director of Public Utilities, either the cost of installation or the cost of maintenance, and all such additional lighting standards shall thereupon become the property of the City.

23.60.050 Additional lighting--Repairs.

Whenever any extra lighting standard that may have been installed in accordance with the provisions of Section 23.60.040 shall have been damaged, the Director of Public Utilities is authorized to repair such damage. The cost of repairing such damage shall be borne by the person upon whose application such extra lighting standard was originally installed. Upon the failure of such person to reimburse the City for the expense of repairing any such extra lighting standard within the time fixed by the Director of Public Utilities, such lighting standard shall become the property of the City and may be removed by the Director of Public Utilities.

23.60.060 Additional lighting--Acceptance of chapter.

Before the Director of Public Utilities shall furnish any additional lighting standards on a street, or increase candle power in accordance with the provisions of this chapter, the person applying therefor shall signify in writing its acceptance of the provisions of this chapter.

23.60.070 Department of Public Utilities to maintain municipal plants.

The Department of Public Utilities is authorized and directed to maintain all plants and necessary appurtenances owned and operated by the City for the purpose of generating, transmitting and distributing electric light, heat and power to buildings owned or occupied by the City.
