23.54.010 Connections.

All gas, sewer, water and like connections with property bordering on any street shall be made in advance of the reconstruction of the street, and thereafter no one shall be permitted to remove or disturb the pavement for the purpose of making any such connection unless permission is obtained from the Board of Public Service. Any person who shall violate the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined not less than twenty-five dollars nor more than five hundred dollars.

23.54.020 Repair of street openings.

Where the gas light companies authorize or cause an opening to be made in any street or alley of the City for any purpose, it shall be the duty of such companies to repair the street or alley and place it in as good condition, in the opinion of the Street Commissioner, as it was before the excavation or opening was made in the street or alley. The repairs must be continued as circumstances may require for a period of one year after the excavation has been refilled. It shall be the duty of the Street Commissioner to cause any repairs which, in his opinion, are not complete to be completed, and the cost of such repair by the Street Commissioner shall be deducted from the payment due by the City for lighting the streets.

23.54.030 Stopcock box placement.

All gas stopcock boxes shall be located in the sidewalks within one foot of the curbstone, in front of the premises to be supplied, and shall come up even with the pavement. When stopcock boxes cannot be placed in the sidewalks on account of vaults, they shall be placed in the street, clear of the gutter paving, and within four feet of the curbstone.

All persons supplying gas for heating, illuminating or other purposes, shall place stopcocks and boxes on the main supply pipe leading into any building on the sidewalk in the manner provided for in the immediately preceding paragraph, so that the supply of gas can be shut off without entering the building or premises. Any person violating the provisions of this section and Section 23.54.020 shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined in a sum not less than fifty dollars nor more than five hundred dollars for each offense.
