The privilege of drawing and receiving water from the eight-inch water main between the corporate limits of the City and the Robert Koch Hospital in St. Louis County, upon the terms and conditions hereinafter stated, is granted to the present or future owners of lot number two and lot number one, excepting the easterly six acres of lot number one, as set out in the plat of the Commissioner in partition Davis vs. Forder, St. Louis land court, October term, 1859, in United States survey number thirty-one hundred and nineteen. The Water Commissioner, Collector of Water Rates and the Comptroller of the City shall issue, upon the acceptance and approval of applications in the form prescribed in Section 23.22.020, licenses therefor, and shall collect the meter rates charged according to the provisions of the ordinance of the City now in force, or which may hereafter be adopted for the furnishing of water to users thereof within the City.

23.22.020 Application.

Either of the parties designated in Section 23.22.010 desiring to draw water for domestic use only, from such main, shall make a written application therefor, in duplicate; one copy thereof to be filed with the Water Commissioner and the other with the collector of water rates. This application shall contain an accurate description of the location of his meter and of the character and location of his private pipe line and the number of connections to it. The applicant shall in such application agree that his private pipe line, meter and other appurtenances for receiving water from such main shall be subject to the same control, inspection and regulations of the City as the private pipe lines, meters and appurtenances of users of water within the City, and shall agree to obey all ordinances, rules and regulations of the City now in force, or which may hereafter be adopted, relating to the furnishing of water to consumers within the City.
