23.18.010 Request for meter.

Water furnished to any premises at flat rates, as provided for in Chapter 23.16 may be paid for at meter rates at the request of the person requiring the use of water and applying for a meter.

23.18.020 Meters placed at order of Water Commissioner.

The Water Commissioner shall have power to place any premises under meter, and render bills therefor at meter rates, whenever, in his opinion, it is necessary for the interest of the City or for the protection of the revenue.

23.18.030 Required users.

All premises supplied through connections of greater capacity than one tap, three-fourths of an inch in diameter, and all commercial, industrial, governmental, religious, including boarding, rooming, lodging houses and hotels, these users shall be placed under meter, and the water used be paid for at metered rates.

23.18.040 Separate meters.

In the event a customer is served by more than one meter, at any one location, the minimum bill shall be the sum of the minimums for the separate meters.

23.18.050 Assessed on total at one location.

All premises supplied with water at meter rates shall have the rate assessed on the total quantity of water used during the billing period at one location, whether it be a single building or group of buildings in one block or adjacent blocks or tracts of ground.

23.18.060 Street railways and railroads.

Street railways and railroads shall have their meter rate independently assessed on the total quantity of water used at each location on their lines of track and for each piece of property owned, leased, or controlled by them and not adjacent to their tracks.

The term "each location" as above used is hereby defined to be a station roundhouse, shop or power plant, with the switching tracks and yards adjacent to each.

23.18.070 Metered rates.

A. Water furnished to all metered connections shall be assessed for use per three-month billing period, or less, at rates equal to the combined sum of a readiness-to-serve charge and a quantity charge.

B. The readiness-to-serve charge shall be determined by the size of the meter and shall be as follows:

C. Should water be furnished through two (2) or more separate meters, the readiness-to-serve charge shall be the combined total of the readiness-to-serve charge for each meter. Should water be furnished through a single meter containing two (2) or more metering elements, the readiness-to-serve charge shall be that for a single meter the size of the largest metering element.

D. The quantity charge shall be at the following rates:

For first 25,000 cubic feet per billing, per 100 cubic feet, $1.42 in the first year and $1.58 in the second year.

For next 1,975,000 cubic feet per billing, per 100 cubic feet, $1.11 in the first year and $1.23 in the second year.

Over 2,000,000 cubic feet per billing, per 100 cubic feet, $0.84 in the first year and $0.93 in the second year.

E. Should water be furnished through two (2) or more meters or through a single meter with two (2) or more metering elements, the quantity charge shall be based on the combined total of all water used as indicated by all registers.
