Chapter 23.08 23.08.010 Right of entry. 23.08.010 Right of entry. The Water Commissioner and his duly authorized employees shall have free
access at all reasonable hours to any premises where it may be necessary to
ascertain the reading of meters, the location or condition of a water pipe,
or other fixtures attached to the waterworks, or to shut off or let on water
from any hydrant, pipe or other attachment, or for any other purpose that
may be deemed essential for the operation of the waterworks, prevention of
waste or protection of the revenue. City Counselor Ops.: 9593 23.08.020 Accessibility. It shall be the duty of all owners, agents, occupants or lessees to see
that meters on service connections wherever located shall be readily
accessible at all times to the Water Commissioner or his duly authorized
agents. Failure to remove any obstruction which prevents access to the meter
within three days after being notified by the Water Commissioner shall be
sufficient warrant for him to shut off the water pipe supplying the
premises, and it shall not be again turned on until all obstructions are
