22.24.010 Admission prices.

The Commissioner of Recreation may authorize any nonprofit organization. association, or federation which regularly utilizes the parks or other recreational facilities of the City, and which in the judgment of the Commissioner is conducting an organized athletic or recreational program which contributes to the general health, welfare and recreation of the citizens of the City, to enclose a playing field and to erect or utilize stands, seats or other facilities, and to charge an admission price for championship, exhibition or special benefit games in any public park or recreational facility.

22.24.020 Time and location.

The time and location of any such games so authorized by the commissioner shall be fixed by the commissioner and the admission charge shall not be in excess of the maximum amount fixed by the commissioner.

22.24.030 Stands--In addition to city stands.

The stands, seats and other facilities, the erection of which is authorized in this ordinance [chapter], shall be in addition to those furnished by the division of parks and recreation.

22.24.040 Stands--Location.

These stands, seats and other facilities so erected must be approved by the commissioner of parks and recreation and building commissioner and be arranged and located on sites selected by the commissioner of parks and recreation.

22.24.050 City facilities.

The commissioner may authorize the use of any stands, seats or other equipment and facilities belonging to the city in connection with any such games so authorized.

22.24.060 Term of permit.

The permits granted to any one organization shall not exceed five days annually in any one branch of sport.

22.24.070 Conflict of dates.

If a conflict regarding requests of dates exists between two or more organizations the commissioner should distribute the dates as equally as possible or distribute them upon mutual agreement of all concerned.

22.24.080 Insurance policy.

No permit shall be granted until such time as an insurance policy is filed with the commissioner designating the city as a "named insured" in the policy. The amount and type of insurance coverage to be provided shall be subject to the approval of the commissioner.

22.24.090 Charges for additional expenses to city.

The commissioner is authorized to charge the applicant such amount as will in the judgment of the commissioner reimburse the city for any additional expense incurred by the city in connection with the holding of any championship exhibition or benefit game.

22.24.100 Rules and regulations.

The commissioner, with the approval of the director of parks, recreation and forestry, shall establish rules and regulations effectuating Sections 22.24.010, 22.24.020, 22.24.050, 22.24.060, 22.24.080 and 22.24.090, inclusive.

22.24.110 Appeals.

Any person aggrieved by the issuance of, or by a denial of a permit, may appeal to the director of the department of public welfare, who shall summarily hear and determine the same.
