28.54 Regulation of use of parks by public

22.16.010 Mutilation or destruction of park property.

No person shall break, cut, mutilate, injure, remove or carry away any tree, shrub, plant, flower, stone or stone work, bench, chair, seat, bower, stand, structure, fence or property, or thing whatsoever in, upon, or near any park, square or place in this City or any street, avenue or highway around the same; or disfigure any sward, gravel, sand, turf or earth or any trees, fence or structure therein or adjacent thereto.

22.16.020 Molesting nests.

No person shall molest any bird, bird's nests, fish or animal or anything belonging to or kept therein.

22.16.030 Posters.

No person shall paste or affix or inscribe any handbill, poster, card, device or inscription to or upon or against any fence, structure or property of or on such park, place, square or highway surrounding the same.

22.16.040 Hitching animals.

No person shall fasten or hitch any animal to any tree, fence or structure in, around or upon the same, or the streets or avenues surrounding the same.

22.16.050 Animals at large.

No person shall permit any domestic animal to go within any place, park, playground, square or park building. Any animal shall be taken up and impounded by the Master of the City Pound, and if not claimed within ten days the animal shall be sold. The fact of the animal being found within any place, park, playground, square or public building shall be evidence of permission by the owner thereof.

22.16.060 Leash required.

Dogs or pet animals of any kind shall not be permitted in any park building or in any of the parks except the driving parks, and there only when fastened to or led by a leash not to exceed 6 feet in length.

22.16.070 Speeches.

No person shall deliver any oration, address, speech, sermon or lecture therein without the written consent of the Director of Parks, Recreation and Forestry.

22.16.080 Walking on grass.

No person shall walk or go upon any grass plot, lawn or other place prohibited by the Director of Parks, Recreation and Forestry.

22.16.090 Disorderly conduct.

All disorderly or indecent conduct, the use of threatening, obscene or profane language, and all games, acts or demeanor calculated or tending to mar or disturb the feelings or enjoyment of the visitors attending public parks, places or squares are prohibited therein.

22.16.120 Speed limit.

No person shall ride or drive any animal or vehicle therein except upon the proper roadways and drives of the public parks of the city, and at a rate of speed not exceeding twenty-five miles per hour.

22.16.130 Vehicles.

No omnibus or express vehicle with or without passengers, nor any cart, dray, truck or other vehicle carrying goods or articles of any kind (except when required in the service of the department of parks, recreation and forestry), nor any hearse or procession of vehicles shall be permitted to use the drives or other roadways of any of the public parks of the city without the written consent of the director of parks, recreation and forestry.

22.16.150 St. Louis Art Museum parking--Restrictions.

The parking of vehicles along the west curb line of the eastern-most island of the St. Louis Art Museum parking lot is hereby prohibited between the hours of eight a.m. and five p.m. except by permit issued by the director of parks, recreation and forestry to employees and staff of the City Art Museum to park in those spaces and areas designated by the director.

22.16.160 St. Louis Art Museum parking--Sunday.

The provisions of Section 22.16.150 shall not apply on Sunday.

22.16.170 St. Louis Art Museum parking--Permits.

The director of parks, recreation and forestry shall issue permits to employees and staff of the City Art Museum designated by the director of the City Art Museum in the form of stickers to be placed on the lower left-hand corner of the rear window of the permittee's vehicle in order that it may be readily identified. All such permits shall be issued by the director of parks, recreation and forestry on recommendation of the director of the City Art Museum on a yearly basis and may be cancelled and renewed upon request of the director of the City Art Museum.

22.16.180 St. Louis Art Museum parking--Penalty for violation.

Any person, firm, or corporation, violating the provisions of Sections 22.16.150--22.16.180 shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined the sum of not less than one dollar nor more than ten dollars.
