22.08.010 Commissioner of parks--Appointment--Responsibilities. Charter: Art. XIII § 14-B(b) Division of parks City Counselor Ops.: 8629, 8891, 9307 22.08.010 Commissioner of parks--Appointment--Responsibilities. The division of parks shall be in charge of the Commissioner of Parks,
appointed by the Director of Parks, Recreation and Forestry. The
Commissioner shall be responsible for: A. Developing, managing, operating and maintaining parks, park areas,
historical sites, playgrounds, swimming pools, gardens and other areas
owned or used by the City for recreational purposes and facilities in
connection therewith; B. The operating and maintaining of the City's greenhouses, nurseries
and City planetarium. 22.08.020 Employees. The Commissioner of Parks is authorized to appoint and control the number
of assistants and subordinate employees as may be necessary to perform the
duties of the division of parks prescribed by the Charter and ordinances of
the City. 22.08.030 Park guards. The Commissioner of Parks shall have the authority to appoint park guards
for the several parks of the City. Park guards shall be sworn in as private
policemen pursuant to Section 84.340, Revised Statutes of Missouri, 1949,
and shall be intrusted with the enforcement of the provisions of this
chapter and shall have the assistance of the metropolitan police force in
carrying out their duties. City Counselor Ops.: 7614, 7914, 8379, 9785 22.08.040 Picnic area permits. The Commissioner of Parks may designate picnic areas in certain of the
public parks for private individuals or groups and shall have authority to
issue permits for such picnic areas upon written application from the
individual or group applying therefor. The Commissioner of Parks, with the
approval of the Director of Parks, Recreation and Forestry, shall establish
regulations and rules governing the issuance of such permits. City Counselor Ops.: 8377 22.08.050 Fishing. Fishing in public parks may be allowed in pools designated by the
Commissioner of Parks. The Commissioner of Parks may prescribe rules and
