22.04.010 Duties. Charter: Art. VIII § 1 Origin of offices 22.04.010 Duties. The Director of Parks, Recreation and Forestry shall perform those duties
as prescribed by the City Charter Article XIII, Section 14B(a) and any
additional duties as may be prescribed by ordinance and shall have under his
jurisdiction the management, control and supervision of all the divisions of
the Department of Parks, Recreation and Forestry. City Counselor Ops.: 8585, 8769, 9362 22.04.020 Commissioner of Parks. The Director of Parks, Recreation and Forestry shall appoint the
Commissioner of Parks whose duties shall be those prescribed by the City
Charter, Article XIII, Section 14(b) and any additional duties as may be
prescribed by ordinance. City Counselor Ops.: 8585, 8769, 9362 22.04.030 Commissioner of Recreation. The Director of Parks, Recreation and Forestry shall appoint the
Commissioner of Recreation whose duties shall be those prescribed by the
City Charter, Article XIII, Section 14(c) and any additional duties as may
be prescribed by ordinance. City Counselor Ops.: 8585, 8769, 9362 22.04.040 Commissioner of Forestry. The Director of Parks, Recreation and Forestry shall appoint the
Commissioner of Forestry whose duties shall be those prescribed by the City
Charter, Article XIII, Section 14(d) and any additional duties as may be
prescribed by ordinance. City Counselor Ops.: 8585, 8769, 9362 22.04.050 Responsibilities--Permits. The Department of Parks, Recreation and Forestry shall be in charge of
the Director of Parks, Recreation and Forestry. The Director shall be
responsible for the supervision and coordination of all activities of the
Department of Parks, Recreation and Forestry. He shall also grant all
permits to occupy or use portions of any park, park area, historic site,
playground, swimming pool, garden or other area owned or used by the City
for recreational purposes and facilities in connection therewith, except
highways, streets, or park drives therein, when the occupancy or use is
consistent with the public use thereof and is not inconsistent with any law
or general ordinance, and any permit may be revoked by the Director at any
time. City Counselor Ops.: 8629, 8891, 9307 McQuillin: 28.50a Commissions and boards 22.04.060 Donations. The Director of Parks, Recreation and Forestry is authorized, with the
approval of the Board of Public Service, to accept and take charge of, for
and on behalf of the City, all donations made to the public parks, places or
squares of the City by private individuals or societies. It is hereby made
his duty to devote and apply donations strictly to the purposes for which
they were made. City Counselor Ops.: 8629, 8891, 9307, 9631, 9796 22.04.070 Statues. The Director of Parks, Recreation and Forestry shall be authorized with
the approval of the Board of Public Service on the submission of proper
plans and sketches to allot space of ground in any of the public parks,
places or squares as may be required for the erection of any monument,
statue or other work of art or utility in commemoration of the services of
the beneficence of any person or society who may offer to provide same at
their own expense. City Counselor Ops.: 8629, 8891, 9307, 9488, 9631 22.04.080 Designation of places by donor's name. The Director of Parks, Recreation and Forestry shall have authority to
designate officially certain places in the public parks, places and squares
which have been improved by private donations by the name of the donor, and
he shall in all such cases file a copy of the articles or stipulations of
donation with the register. City Counselor Ops.: 8629, 8891, 9307 22.04.090 Private donations ceasing to be City property. In case any public park, place or square containing any monument, statue
or other work of art or utility erected from private donations as provided
by Section 22.04.070 shall hereafter cease to be the property of the City,
the donor or his legal representatives shall have permission to remove the
same from the premises with the consent of the Director of Parks, Recreation
and Forestry previously obtained. City Counselor Ops.: 8629, 8891, 9307 22.04.100 Building leases for residential purposes. The Director of Parks, Recreation and Forestry, with the approval of the
Comptroller, is authorized in behalf of the City to lease any building in
the public parks for the period of one year or less for residence purposes
only. Such lease shall be subject to be terminated upon the giving of a
thirty day notice to the lessee and in all cases the rents are to be payable
in advance. City Counselor Ops.: 8629, 8891, 9307 22.04.110 Athletic fields and playgrounds on private property. The Director of Parks, Recreation and Forestry is authorized to
construct, equip and maintain athletic fields, recreation grounds and
children's playgrounds on property owned by private persons. City Counselor Ops.: 8276, 8629, 8891, 9307 22.04.120 Leases for use of private property. The Director of Parks, Recreation and Forestry shall not have power to do
any of the work provided for in Section 7 above [22.04.110] unless and until
he shall have obtained a lease in writing from the owner of the property
granting permission to use the property for the purposes above mentioned,
which lease shall not be entered into for a period shorter than three months
or longer than five years. The lease must be approved by the Comptroller and
the Board of Estimate and Apportionment before it shall become operative.
The consideration for the use of such properties shall in no case exceed the
sum of five dollars per year. City Counselor Ops.: 8629, 8891, 9307 22.04.130 Authority over leased property. The Director of Parks, Recreation and Forestry shall have the same power
and authority over any property leased under the provisions of Sections 7
and 8 above [22.04.110 and 22.04.120] that he has over other public parks
and squares. City Counselor Ops.: 8629, 8891, 9307 22.04.140 Maintenance and care of public facilities. The maintenance and care of all public playgrounds, public baths, and
public recreational facilities now existing or that may hereafter be
established or erected in the City, shall be vested in the Department of
