As used in this chapter the term "parking-stacking device" means any device or machine which can be used for the vertical stacking of parked motor vehicles while utilizing only a single parking space, thereby allowing parking of one or more additional motor vehicles above a single motor vehicle parked on a surface or floor.

No person shall install or use any parking-stacking device in the City except for licensed car dealership lots or residential garages.
