As used in this chapter, "wireless telephone" means a device that is capable of transmitting or receiving telephonic communications without a wire connecting the device to the telephone network.

A person who holds a temporary instruction permit issued under Sections 302.130 or 577.510(2) RSMo. may not drive a vehicle while using a wireless telephone.

This chapter does not apply to a person using a wireless telephone for emergency purposes, including, but not limited to, an emergency call to a law enforcement agency, health care provider, fire department, or other emergency services agency or entity.
