Overnight Parking of Recreational Vehicles

17.80.010 Parking facility--Area designated.

The Director of Parks, Recreation and Forestry is hereby authorized to operate as a facility for the overnight parking of recreational vehicles and for parking of such other vehicles as may be deemed by the Director to be appropriate for those areas of the right-of-way leased by the City from the state underneath and alongside the viaduct carrying Interstate Route 70, popularly known as the Poplar Street Bridge, and more particularly described as:

A. Parcel No. 1. A parcel of land located in City Block 53 described as follows: Beginning at a corner marking the point of intersection of the northern line of Plum Street (32 feet, 1 inch wide) with the western line of Second Street (38 feet, 6 inches wide); thence northeasterly 275.94 feet as measured along said western street line and its northeasterly prolongation thereof; thence westerly 217.00 feet after turning an angle of 87 degrees 30 minutes to the left; thence southwesterly 258.33 feet after turning an angle of 66 degrees 45 minutes to the left; thence southeasterly 220.00 feet after turning an angle of 107 degrees 15 minutes to the left; thence southerly 12 feet after turning an angle of 68 degrees 00 minutes to the right to a point in the said northern line of Plum Street; thence southeasterly along said northern street line to the point of beginning, containing 71,386 square feet, more or less.

B. Parcel No. 2. A parcel of land located in City Block 40, described as follows: Beginning at a point in the southern line of Poplar Street (32 feet 1 inch wide), said point being 159 feet westerly of a corner marking the point of intersection of the said southern line of Poplar, Street with the western line of First Street (38 feet, 6 inches wide), as measured along said southern street line; thence easterly along said southern street line 159 feet to said corner; thence southwesterly 131.69 feet as measured along said western street line; thence southwesterly along the arc of a curve to the right having a radius of 563.36 feet to a point in the northern line of Plum Street (32 feet 1 inch wide), said point being 117 feet westerly of a corner marking the point of intersection of the said northern line of Plum Street with the said western line of First Street as measured along said northern street line of First Street as measured along said northern street line; thence westerly 212.50 feet as measured along said northern street line to the point of intersection with the eastern line of Second Street (38 feet 6 inches wide); thence northeasterly 278.85 feet as measured along said eastern street line and its northeasterly prolongation thereof; thence easterly 30 feet after turning an angle of 94 degrees 00 minutes to the right; thence extending southeasterly along the arc of a curve to the left, having a radius of 839.02 feet to the point of beginning containing 80,449 square feet, more or less.

17.80.020 Schedule of charges--Disposition of revenue.

The Director of Parks, Recreation and Forestry is hereby authorized to establish and impose a schedule of charges for the use of this facility, such charges to be established and levied in the same manner as for the existing Riverfront Parking lot, which this facility is an expansion of. All revenues collected from the operation of said lot shall be paid over to general revenue; provided, however, that the following shall be provided for prior to such funds being paid over to general revenue: the maintenance of said lot, and salaries of employees necessary to operate said lot, including park keepers and personnel necessary to keep the lot and adjoining wharf area clear of debris. The revenues generated from the lot shall be handled in accordance with procedures established by and set out in the cooperative agreement of March 1, 1956, as amended with the United States Department of Interior, National Park Service, for the operation of the Riverfront Parking lot, a copy of which is appended to the ordinance codified in this chapter and hereby incorporated by reference, with the exception that any excess revenues shall be paid into general revenue.

17.80.030 Rules and regulations.

The Director of Parks, Recreation and Forestry is hereby authorized to promulgate rules and regulations necessary for the safe, efficient conduct and use of the facility.
