Speed Regulations

17.10.010 State and local speed limits applicable.

It shall be unlawful for any person to drive a vehicle at a speed in excess of any applicable state speed limit or any speed limit established by ordinance.

17.10.020 Reasonable and prudent speeds.

No person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. Consistent with the foregoing, every person shall drive at a safe and appropriate speed when approaching and crossing an intersection or railroad grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, and when special hazards exist with respect to pedestrians or other traffic or by reason of weather or roadway conditions.

17.10.030 City wide speed limit.

The City wide speed limit shall be 25 miles per hour. The speed on any street or park road in this City shall not exceed 25 miles per hour unless otherwise posted.

17.10.040 Posted speed limits.

The maximum speed upon sections of roadways, posted by either the Streets Department or the Missouri Department of Transportation, shall be as indicated in the following schedule, and it shall be unlawful to operate a vehicle in excess of said posted maximum speed limits. The speed limits shall be in effect at all times unless conditions are posted on the sign indicating when the speed limit is in effect. The speed limit schedule is as follows:

A. 15 miles per hour;

B. 20 miles per hour;

C. 25 miles per hour;

D. 30 miles per hour;

E. 35 miles per hour;

F. 40 miles per hour;

G. 45 miles per hour;

H. 50 miles per hour;

I. 55 miles per hour;

J. 60 miles per hour;

K. 65 miles per hour;

L. 70 miles per hour.

17.10.041 Washington Avenue.

Notwithstanding the provisions of any other ordinance to the contrary, the posted speed limit for all traffic traveling on Washington Avenue, from 18th Street to Tucker Boulevard, shall be 25 miles per hour.

17.10.050 Impeding traffic.

No person shall operate a motor vehicle in such a way as to impede the normal and reasonable movement of traffic.

17.10.060 Minimum speed limits.

Whenever the State Highway Commission or Traffic and Transportation Administrator within their respective jurisdictions determine on the basis of an engineering and traffic investigation that slow speeds on any street or part of a street impede the normal and reasonable movement of traffic, the State Highway Commission or the Traffic and Transportation Administrator may determine and declare a minimum speed limit below which no person shall drive a vehicle except when necessary for safe operation or in compliance with law and that limit shall be effective when posted upon appropriate fixed or variable signs.

17.10.070 Alley speed limits.

No person shall drive a motor vehicle in excess of 15 miles per hour on all public alleys and other publicly owned or controlled property except private roads.

17.10.080 Record of schedule street speed limits.

The schedules of streets or parts of streets for which speed limits are controlled by this chapter shall be kept on file in the Office of the Register and the Traffic and Transportation Division and are available for examination.

17.10.090 Parking lots.

A. There is hereby imposed a speed limit of 15 miles per hour on all vehicles using or traveling in parking lots as that is defined in Section 17.02.380 Revised Code of the City of St. Louis, 1980 as amended.

B. Violation of subsection A shall be punished as provided by this title.
