16.20.010 Transfers--When allowed.

Whenever the director of welfare shall find that the public safety or welfare, or that the safety and welfare of inmates of the city workhouse require that female inmates then confined in the city workhouse be transferred from the city workhouse to the city jail, and that females thereafter convicted of offenses punishable by imprisonment in the city workhouse should be sentenced to the city jail in lieu of the city workhouse, the director is authorized to promulgate a regulation to that effect.

16.20.020 Transfers--When not allowed.

Upon the effective date of any such regulation the warden of the city workhouse shall transfer the custody of all female inmates then confined to the city workhouse to the warden of the city jail. When any female inmate is confined pursuant to sentence or order of the court of criminal correction of St. Louis or of the circuit court for criminal causes of the city no transfer shall be made unless the court imposing the sentence or making the order, shall by appropriate order authorize the transfer.

16.20.030 Sentencing implies transfer.

From and after the promulgation of regulation and during the time the regulation is in effect all females subject to imprisonment in the city workhouse for the violation of any city ordinance shall be sentenced to the city jail in lieu of the city workhouse. Whenever any city ordinance prescribes punishment by imprisonment in the city workhouse, the same as to all females convicted of violation thereof shall be deemed to authorize imprisonment in the city jail while regulation is in effect.

16.20.040 Duties of warden of city jail.

It shall be the duty of the warden of the city jail to accept the custody of females transferred from the city workhouse pursuant to Section 16.20.020 or committed thereto pursuant to Section 16.20.030 and as to all such females the warden of the city jail shall have all the powers and be subject to all the duties imposed upon the warden of the city workhouse.

16.20.050 Copies of regulation.

Upon the promulgation of any such regulation the director of welfare shall cause copies thereof to be mailed to the warden of the city workhouse, the warden of the city jail, the clerk of the city courts, the clerk of the court of criminal correction, and the clerk of the circuit court for criminal causes of the city.

16.20.060 Rescinding regulations.

Whenever the director of welfare shall find that the public safety or welfare or that the safety, health and welfare of inmates of the city workhouse no longer require the transfer of female inmates from the city workhouse to the city jail, or the commitment of females to the city jail, in lieu of the city workhouse, the director is authorized to rescind any regulations then in effect. The regulations may thereafter be adopted or rescinded from time to time upon appropriate findings of the director of welfare.
