15.142.010 Prohibited--Responsibility of common carriers.
It is unlawful to bring into the city a pauper or insane person who is likely to become a charge upon the city, and violation hereof by any person, including the president, directors and owners of any common carrier and the conductor in charge of any trolley or steam railroad car or train and the master in charge of any steamboat or other vessel, shall be guilty of a misdemeanor and, in addition to any penalty therefor, the offending person shall be required to give bond to the city in the sum of not less than five hundred dollars nor more than one thousand dollars to defray the expenses of the pauper or insane person while in the city.
