Ordinance 63453 prohibits the Sheriff from issuing gun permits unless the person shows proof that he or she has a lock or locked container for each gun.

15.130.010 Concealed weapons.

It shall be unlawful for any person to wear under his clothes, or concealed about his person, any pistol or revolver, colt, billy, sling shot, cross knuckles or knuckles of lead, brass or other metal, bowie knife, razor, dirk knife, dirk, dagger or any knife resembling a bowie knife or any other dangerous or deadly weapon, within the city, without written permission from the mayor. Any person who shall violate this section shall be guilty of a misdemeanor. Nothing in this section shall prevent any United States, state, county or city officer, or any member of the city government, from carrying or wearing such weapons as may be necessary in the proper discharge of his duties.

15.130.020 By persons guilty of a breach of the peace.

Whenever there shall be found upon the person of anyone who has been found guilty of a breach of the peace, or of conduct calculated to provoke a breach of the peace, any sling shot, colt or knuckles of lead, brass or other metal; or when upon trial, evidence shall be adduced proving that the weapons were in the possession or on the person of any one while in the act of commission of the act aforesaid, the person shall be guilty of a misdemeanor.

15.130.030 Felon possessing gun.

No person convicted of a felony within the five years immediately preceding under any state or federal law shall own, possess or carry on or about his person in the city any firearm, pistol, revolver, shotgun or rifle.

15.130.040 Exposed in whole or in part.

No person, in any place of public accommodation or at any public gathering or on any public property, street or thoroughfare, shall carry on or about his person, any firearm, pistol, revolver, shotgun, rifle or springback knife, or other weapon proscribed under Section 564.610 Missouri Revised Statutes, exposed in whole or in part to view.

15.130.050 Unloaded or secured.

No person shall carry on or about his person any firearm, pistol, revolver, shotgun or rifle beyond the property limits of his residence or business premises in the city unless the firearm, pistol, revolver, shotgun or rifle is unloaded and secured in a locked container or in a case, or is sealed in its original delivery carton after sale by a bona fide dealer.

15.130.060 Law enforcement officials.

The provisions of Sections 15.130.040 and 15.130.050 shall not apply to authorized law enforcement officials of federal, state and local governments in carrying authorized firearms authorized by proper agencies or officials but shall apply to all law enforcements officials in the carrying of personal firearms, pistols, revolvers, shotguns and rifles.

15.130.070 Penalty for violation.

Any person violating the provisions of Sections 15.130.030--15.130.060 shall be guilty of a misdemeanor and upon conviction shall be subject to a fine of not less than one hundred dollars nor more than five hundred dollars or by imprisonment for not more than ninety days, or by both fine and imprisonment.
