24.242 Collection and disposal

11.02.265 Permits--Required--Collection, hauling and disposal by persons other than Refuse Commissioner.

A. The Director of Streets shall grant hauling permits to haulers qualified to collect or haul refuse within the City in the manner and upon the conditions set out in this section and Sections 11.02.270, 11.02.275, 11.02.315, 11.02.320, 11.02.330 and 11.02.340 and a vehicle permit for each vehicle used by that person in such collection or hauling:

B. The collection or hauling of refuse to or from a point within the City, without the required hauling and vehicle permit is prohibited.

11.02.270 Permits--Term.

Hauling and vehicle permits as described in this section and Sections 11.02.265, 11.02.275, 11.02.315, 11.02.320, 11.02.330 and 11.02.340, shall be for a term of one year from October 1 to September 30 of the following year.

11.02.275 Permits--Application--Filing.

Each applicant shall file with the Director of Streets a written application for a hauling permit and a vehicle permit or permits in such form as shall be prescribed by the Director of Streets.

11.02.280 Permit--Application.

Each applicant shall file with the Director of Streets a written application for such permit in such form as shall be prescribed by the Director of Streets. Vehicles to be registered and operated under the permit applied for shall first be inspected and approved by the Director of Streets as being properly equipped and conditioned for the sanitary and safe hauling of rubbish and bulk materials in the City.

11.02.285 Permit--Vehicle inspection.

Each vehicle must be inspected prior to the issuance of each one year permit. The applicant for inspection permit shall present the vehicle at a time and place designated by the Department of Streets.

11.02.290 Permit--Fees.

A fee shall be paid to the City in advance by the applicant for such inspection and permit according to the following schedule:

A. Motor vehicles and trailers, twelve dollars;

B. Vehicles and other than motor vehicles or trailers attachable to motor vehicles, six dollars.

Such fees shall be collected by the Department of Streets and paid to the Treasurer of the City and credited to the General Revenue Fund of the City.

11.02.315 List of permittees.

Prior to October 15 each year the Director of Streets shall furnish to the License Collector and Police Department a list of all persons who have received hauling and vehicle permits pursuant to this section and Sections 11.02.265, 11.02.270, 11.02.275, 11.02.320, 11.02.330 and 11.02.340 and the number and type of permits issued to each.

11.02.320 Vehicle--License required.

No person, firm or corporation shall operate or permit to be operated any vehicle to collect or dispose of refuse within the City without a license.

11.02.330 Vehicle permit--Sticker issuance and display.

Upon issuance of a vehicle permit hereunder the Director of Streets shall deliver to the permittee a sticker which is made in a manner so as to be affixed to the lower left-hand corner of the windshield of a motor vehicle and which shall be made of a different color each year. This sticker shall be affixed to the windshield of the motor vehicle for which issued, or placed in a conspicuous place on any vehicle other than motor vehicles which are approved under the provisions of this part, and said sticker shall at all times be clearly visible.

11.02.340 Sticker--Nontransferable.

No vehicle sticker issued hereunder shall be assigned or transferred to another vehicle.
