10.24.010 Prohibited animals designated.

No person, except as provided in this chapter shall own, keep or harbor within the City of St. Louis, any of the following animals:

A. All species of bears;

B. Leopards;

C. Lions;

D. All types of lynxes;

E. All types of panthers, including but not limited to cougars, pumas, jaguars, ocelots, cheetahs, margays, mountain lions, bobcats, hyenas;

F. Tigers;

G. All venomous snakes;

H. Alligators;

I. Crocodiles;

J. Caymans;

K. Chimpanzees;

L. Gorillas;

M. Orangutans;

N. Any constrictor snake of over eight feet in length;

O. Foxes;

P. Wolves;

Q. Coyotes;

R. All non-human primates.

10.24.020 Declaration of nuisance.

Because of the imminent threat to the health, safety, and welfare of the public, the owning, keeping or harboring of any of the animals listed in Section 10.24.010, except as provided herein, is expressly declared a public nuisance.

10.24.030 Impoundment.

Any animal owned, kept or harbored in violation of this chapter may be taken up by agents of the Health Commissioner and impounded in a shelter designated by the Health Commissioner and therein confined in a humane manner until disposed of in accordance with this chapter.

10.24.040 List of institutions to capture, board or dispose of animals.

The Health Commissioner is hereby directed to prepare a list of available institutions with the means, knowledge, training, and facilities to capture, board and dispose of such animals. The Health Commissioner is hereby authorized and directed to apply to the Comptroller for an emergency contract to hire the appropriate institution when the need to capture, board or dispose of any animal prohibited by this chapter arises.

10.24.050 Disposal of impounded animal--Payment of costs.

A. Any animal impounded under the provisions of this chapter may be disposed of by the Health Commissioner to the custody of an institution deemed to possess the skill, experience, training and facilities to keep such animal in subjection, which will humanely keep such animal, and that agrees to comply with all the provisions of this law and any other federal, state or local law or regulation applicable to the keeping of these animals. In no case, however, shall any animal be released under this section for any scientific research.

B. The cost of capture, boarding and disposal of any animal prohibited by this chapter shall be certified by the Health Commissioner to the Comptroller, who shall verify accuracy of the bill. Such expense shall be a debt legally owed the City of St. Louis by the owner of the prohibited animal and due and payable upon presentment to the owner of the bill by the Comptroller. The City Counselor is hereby authorized to take all necessary actions to pursue the payment of this debt.

10.24.060 Exceptions.

Due to the skill, experience, training and facilities available to them, the following are specifically exempted from the provisions of this chapter and may own, hold and keep any of the animals listed in Section 10.24.010; the St. Louis Zoological Park, any universities offering graduate education, and any circuses appearing in the City for less than two weeks in any year.

10.24.070 Seller to notify purchaser of this chapter.

Any person selling any of the animals prohibited by this chapter within the City of St. Louis shall fully notify any purchaser in writing of the provisions of this chapter.

10.24.080 Penalty for violation.

Every person convicted of a violation of this chapter shall be punished by a fine of not less than one hundred dollars nor more than five hundred dollars and by imprisonment for not more than ninety days or by both such fine and imprisonment. Each day that any violation of this chapter shall continue shall constitute a separate offense.
