8.98.281 License required.

It shall be unlawful for any person to solicit or in any manner to aid or abet in the procuring of passengers for any motor vehicle offering transportation for hire and of the type commonly known as taxicab, or service car or motorbus when the vehicle shall not be properly licensed to transport passengers for hire, excluding state or federally owned transportation corporations. Any person who violates any of the provisions of this section shall be guilty of a misdemeanor.

8.98.287 Rear view mirror.

No person, firm or corporation shall operate or cause to be operated upon the streets of this city a taxicab or service car without having an exterior left side rear view mirror on the taxicab or service car for the use of the operator of the taxicab or service car while operating same upon the streets of the city. The exterior left side rear view mirror shall be affixed to the body of the taxicab or service car so as to enable the operator thereof to observe from the driver's position through the mirror traffic to the rear of the vehicle.

8.98.293 Rate on doors--Fare to be displayed on taxicab doors.

The rate to be asked by the person in charge of any taxicab, whether the rate of fare be computed upon a mileage basis or on the basis of time consumed by the passenger in traveling in the taxicab, shall, at all times when the taxicab is in service, be conspicuously displayed and permanently affixed in letters not less than one (1) inch high on both sides of the front doors of the taxicab. Taxicabs providing a "shared ride" through the city's transportation brokerage program shall, at all times when the taxicab is in service, be required to display the words "Shared Ride Program" in letters not less than four inches high on both sides of the front doors of the taxicab.

8.98.299 Top light.

All taxicabs must be equipped with a top light permanently attached to the roof of the cab, which may either have the name of the company printed on it, or the word taxi or cab. Such top light will normally be illuminated during hours of darkness or whenever headlights are required.

8.98.305 Posting fares.

All taxicabs shall display a placard, eight by ten inches approved by the board of public service, which shall indicate the complete fare rate, and which shall be mounted inside the taxicab so as to be easily discernible to the passenger at all times.

8.98.311 Defacing--Posting license.

Any person who misrepresents, defaces, removes or obliterates any entry upon his taxicab operator license or permits the same to be done, shall be punished by the revocation of his license. Each licensed driver shall post on the vehicle dash board in the taxicab or service car operated by him, his taxicab or service car operator's license so that it can be easily seen by persons hiring such taxicab or service car. Such license shall be in a form as prescribed by the register and shall be illuminated after sundown with a suitable light so arranged as to throw a continuous and steady light thereon so that the same shall be clearly discernible to and can be read by the passengers in the rear seat.

8.98.317 Receipts--Posting.

The driver of any taxicab, after receiving full payment for a trip, shall upon request give a receipt to the passenger for the payment. All receipts shall contain serial numbers registered with the holder of the certificate of convenience and necessity under which the taxicab is operated, and shall be approved by the board of public service as to form. A statement "Receipts available upon request" shall be mounted inside every taxicab so as to be easily discernible to the passenger at all times. The certificate holder shall maintain adequate records setting forth the name of each taxicab driver in his employ and the serial numbers of the receipts issued by that driver within the three month period preceding the current date.

8.98.323 Authorization cards.

A. The holder of a certificate of convenience and necessity for the operation of taxicabs and service cars shall furnish weekly to each driver, before the driver goes on duty, a card either three inches high by five inches wide, or nine inches high by eight inches wide, in a form to be approved by the director of streets, which shall contain the following information:

1. Name of taxicab driver;

2. Name of company;

3. Current date;

4. The certificate of holder's fleet number of the taxicab assigned to the driver;

5. Period for which the assignment is effective;

6. Signature of company's agent or official stamp of company.

B. The card shall constitute the driver's authorization to drive a taxicab under the certificate for the period indicated. A taxicab driver shall have the card in his possession at all times while operating a taxicab which is on duty, and shall display it, upon request, to any police officer, or agent of the director of streets. This director of streets shall suspend the taxicab operator's license of any driver who fails to display the authorization on demand when he is found to be operating a taxicab which is on duty, as follows:

1. First offense, one to seven days suspension;

2. Second offense in a twelve month period, eight to thirty days suspension;

3. Third offense in a twelve month period, thirty-one to ninety days suspension.

C. Such registration shall be kept by the director during said suspension, and such suspension shall not begin until the registration is surrendered.

8.98.329 Radar and short wave radio equipment prohibited.

It shall be unlawful to have in any taxicab licensed by the city, whether in use or not, any short wave radio monitor (scanner) or any radar detection device. This shall not mean that such vehicles may not be equipped with AM-FM radios, citizen band radios or company operated radios. Any equipment found in any vehicle described herein which is unlawful shall immediately be seized and disposed of by rules established by the director of streets. The fact that the equipment was seized will have no affect on the prosecution of charges resulting from possession of the prohibited items.

8.98.335 Meter--Position of meter.

All taxicabs shall have the taximeter mounted so as to be easily visible at all times by the passenger.

8.98.341 Taxicab marking and equipment.

It shall be unlawful to operate a vehicle, displaying the distinctive characteristics of a taxicab without being a registered authorized taxicab service vehicle (top light, door markings, meter, etc.).
