The comptroller is authorized and directed to establish a special fund to be known as "the urban redevelopment and neighborhood rehabilitation fund."

The comptroller is authorized and directed to place to the credit of the fund provided for in Section 5.52.010 all money received by the city from the sale of any and all real property owned by it and all money received by the city for the relinquishment of the city's easement in public highways and portions thereof, except as otherwise provided by ordinance.

No payments shall be made out of the urban redevelopment and neighborhood rehabilitation fund except pursuant to ordinances recommended to the board of aldermen by the board of estimate and apportionment.
