Convention, Exhibition and Community Center Fund

5.36.005 Definitions.

As used in this chapter the following terms have the following meanings:

A. "Convention and tourism fund" means those funds derived from taxes and license fees under Ordinance 56263 which, under Section 5.36.010 of the Revised Code of the City of St. Louis are used for the purposes set forth in Chapter 3.64 of the Revised Code of the City of St. Louis.

B. "Convention and Tourism Bureau" means the Convention and Tourism Bureau as established and with duties prescribed by Chapter 3.64 of the Revised Code of the City of St. Louis, and sometimes referred to as the Convention and Tourism Board.

5.36.010 Established.

There is established the City convention, exhibition and community center building revenue fund (hereafter called the "revenue fund"), the City convention, exhibition and community center building bond reserve fund (hereafter called the "bond reserve fund") and the City convention, exhibition and community center building bond service fund (hereafter called the "bond service fund"). The taxes and license fees levied and collected and appropriated pursuant to Ordinance 56263 shall be deposited to the credit of the revenue fund. The Comptroller shall disburse from the revenue fund to the bond service fund and the bond reserve fund the amounts required to be paid therein, in accordance with the ordinance authorizing the issuance of convention, exhibition and community center revenue bonds. The amount remaining in the revenue fund after the disbursements required to be made in this section shall be used for the purpose of carrying out the duties and obligations of the Convention and Tourism Bureau under Chapter 3.62 of the code. On and after July 1, 1990, no funds collected pursuant to the tax imposed pursuant to Ordinance 56263 shall be expended unless such funds shall have been appropriated and with respect to funds appropriated to the Convention and Tourism Bureau their expenditure contracted for pursuant to Ordinance 61969 (Board Bill 675) unless such expenditure is pursuant to Section Six of such Ordinance 61969 (Board Bill 675).

5.36.020 Budget appropriation required.

In accordance with Article XVI of the Charter of the City of St. Louis, the St. Louis Board of Aldermen shall, in each ordinance approving the City budget (the "Budget Ordinance") for Fiscal Year 1990--1991 and for each fiscal year thereafter, appropriate funds to be collected each year pursuant to Ordinance 56263 for expenditure only:

A. By the Convention and Tourism Bureau for the purposes listed in Section 3.64.020 of the Revised Code of the City of St. Louis, 1980 Anno.; and/or

B. For partial funding of the operation or other City financial obligations with respect to the Alphonso J. Cervantes Convention Center; and/or

C. For partial funding of the costs of operation of Kiel Auditorium.

5.36.030 Contract payment limit--Board of Aldermen concurrence.

The ordinance approving the City budget (the "Budget Ordinance") for Fiscal Year 1990--91 and such ordinance for each fiscal year thereafter shall state that any contract approved by the Convention and Tourism Bureau providing for any payment to any one corporation or organization in excess of or aggregating in excess of one hundred thousand dollars ($100,000.00) during any one fiscal year of the City shall be subject to the concurrence of the St. Louis Board of Aldermen, which concurrence shall be evidenced by resolution of such Board adopted after request of the Convention and Tourism Bureau or by specific inclusion in the Budget Ordinance.
