Aldermanic Expenses


5.19.010 Expense account authorized.

5.19.010 Expense account authorized.

The authority of Resolution 3 adopted on April 19, 1988 authorizing the payment to each Alderman of special sums known as an expense account is hereby adopted: the future authorization of funds payable in periodical amounts to Aldermen, whether authorized by ordinance addressed to that purpose, or by resolution on a session by session basis will for all purposes be governed by the procedures set forth in this chapter.

5.19.020 Fund for expenses--Use.

There shall be appropriated and set aside annually out of general municipal revenue the sum of one hundred twenty-one thousand eight hundred dollars ($121,800.00) for the members of the Board of Aldermen to be used for Aldermanic Expenses. Each Alderman shall receive the sum of forty-two hundred dollars ($4,200.00) The fund shall be used by each Alderman at his/her discretion. Each Alderman shall report to the Clerk of the Board of Aldermen for the use of the fund in the aggregate amounts for each of the following categories.

A. Civic and charitable contributions;

B. Memberships;

C. Miscellaneous office expenses;

D. Flowers and gifts;

E. Entertainment, lobbying and other business related activities;

F. Personal;

G. Automobile and travel expense.

5.19.030 Report--Filing Required.

The Aldermen's obligation to file said report as called for in Section 5.19.020 shall be construed as mandatory, and shall be considered and construed to be a condition precedent to drawing any funds against the future months' expense account, whether said following months' expense account has been authorized by the adoption of an approved budget for the City, of which said expense account shall be a part, or whether the expense account is merely proposed and is operating under the City authority of a continuing resolution.

5.19.040 Report--Available to public.

Such report shall be kept by the Clerk of the Board of Aldermen and shall be available to the public upon request. The Clerk of the Board of Aldermen shall certify to the Comptroller that the Aldermen have complied with the provisions set forth in this chapter. The report shall be filed with the Clerk of the Board of Aldermen on April 16th of each year or the next business day thereafter.
