4.20.010 Policy and purpose.

It is declared to be the policy and purpose of the City to extend, at the earliest date, to all eligible employees and officials of the City who are not excluded by law, and whether employed in connection with a governmental or proprietary function of the City, the benefits of the system of Federal Old-Age and Survivors Insurance, as authorized by the Social Security Act Amendments of 1950, and by Senate Committee Substitute for Senate Bill No. 3 of the Sixty-Sixth General Assembly of the state and amendments thereto, as the same may be now and hereafter in effect.

4.20.020 Plan and agreement.

The Mayor and Comptroller are authorized and directed, on behalf of the City, to prepare, execute and submit to the Division of Budget and Comptroller of the State, as state agency, a plan and agreement for extending Social Security benefits to eligible employees and officials of the City, in the form prepared by the state agency and approved and adopted by the Board of Aldermen. The plan and agreement are to become effective upon approval thereof by the state agency. The Mayor and Comptroller are further authorized and directed to execute agreements and modifications and amendments thereof with the state agency, providing for the extension of Social Security benefits to employees and officials as set forth in the plan and agreement, as provided for in Section 4.20.010. The plan and agreement shall provide that the extension of benefits is to be effective on January 1, 1951.

105.350 Agreements between the state and its political subdivisions.

4.20.030 Deductions.

Commencing on the first day of the month following the date of the approval of the plan and agreement of the City by the State Agency, there shall be deducted from the wages of all employees of officials of the City, to whom the benefits of the system of Federal Old-Age and Survivors Insurance are extended, by virtue of the plan and agreement provided for in Section 4.20.020, the amount of each of the employees' and officials' contributions, as determined by the applicable state and federal laws and by the plan and agreement. The aggregate amount of the deductions is to be paid into the contributions fund created by Senate Committee Substitute for Senate Bill No. 3 of the Sixty-Sixth General Assembly of the state. From the wages paid to each of the employees and officials during the months of October, November and December of 1951, and after the benefits of the system have been extended to such employees and officials, there shall be deducted a sum equal to the amount which would have been due and payable from the employees and officials had the extension of benefits been provided and effective on January 1, 1951.

105.370 Contributions by political subdivisions and employees--liability for.

4.20.040 City contributions.

Commencing on the first day of the month following the date of the approval of the plan and agreement of the City by the State Agency, there is to be and shall be appropriated from municipal revenue funds of the City, the sum or sums of money necessary to pay the contributions of the City, which shall be due and payable by virtue of the extension of the benefits of the Federal Old-Age and Survivors Insurance System to the eligible employees and officials of the City. The sum or sums of money is to be paid into the contributions fund created by Senate committee Substitute for Senate Bill No. 3 of the Sixty-Sixth General Assembly of the State. In making the first payment to the contributions fund after the benefits of the system have been extended to the employees and officials, the first payment shall include a sum equal to the amount which would have been due and payable had the extension of benefits been provided and effective on January 1, 1951. The fund from which the appropriation is made will, at all times, be sufficient to pay the contributions of the City by this section directed to be paid to the contributions fund.

4.20.050 Records, reports and administration.

The City, from and after the approval of the plan and agreement of the City by the State Agency, shall fully comply with, and shall keep records, make reports and provide methods of administration of the plan and agreement as may be required by all applicable state and federal laws, rules and regulations, now and hereafter in effect with respect to the extension of the benefits of the Federal Old-Age and Survivors Insurance System to the employees and officials of the City. For the purpose of administering the plan and agreement, the City Comptroller shall be the official who shall make all required reports, keep all records, and be responsible for the administration of the plan and agreement on behalf of the City. Any and all notices and communications from the State Agency to the City with respect to the plan and agreement shall be addressed to "City of St. Louis, Department of Finance, Comptroller's Office, Room 214 City Hall, St. Louis 3, Missouri."
