3.56.400 Missouri commission for the blind to be lessee.

The comptroller is authorized to lease to the Missouri commission for the blind, from time to time, places in any building or property owned or under the control of the city as the comptroller may determine, with the approval of the board of estimate and apportionment. This space shall be used by the Missouri commission for the blind for the purpose of establishing and maintaining stands or booths for the sale at retail of lunches, tobacco and smokers’ articles and chewing gum, candy and periodicals, and similar articles. 3.56.410 Rent.

For the privilege granted in this part, the Missouri commission for the blind shall pay the city an annual rental of two dollars and fifty cents per square foot. All rentals shall be payable semi-annually, in advance. (1948 C. Ch. 54 27: 1960 C. 113.020.)

3.56.420 Purpose of Part IV.

The privileges granted in this part are intended to aid the Missouri commission for the blind in finding employment for blind men and women, in order that they may not become public charges, and nothing in this part or in the leases authorized shall be construed as to authorize the Missouri commission for the blind to utilize the space for any purpose other than furnishing means of livelihood to blind men and women, except insofar as necessary to employ others in a subordinate capacity, in which event the contract of employment shall be made subject to the approval of the comptroller. The Missouri commission for the blind shall not be authorized to sublease, sell or otherwise dispose of the privileges granted in this part to any person other than blind men and women. (1948 C. 3.56.430 Cancellation of lease.

In the event that space leased under the authority granted in this part shall be needed for use by any municipal or state department this part may be repealed, and thereupon the lease provided for shall be cancelled and the privileges granted shall end. (1948 C. Ch. 54 29: 1960 C. 113.040.)

3.56.440 Forfeiture of lease.

If the rent provided in Section 3.56.410 is not paid when due, or if any of the terms of this part shall be violated by the Missouri commission for the blind, then the lease authorized shall be forfeited and the Missouri commission for the blind shall surrender possession of the leased space to the city. 3.56.450 Removal of fixtures.

In the event this part is repealed or that the lease authorized is cancelled, forfeited, revoked or otherwise terminated, the Missouri commission for the blind shall, at its own cost and expense, immediately remove its store fixtures and other belongings. (1948 C. Ch. 54 31: 1960 C. 113.060.)

3.56.460 Stands prohibited in rotunda.

No stands are to be permitted in the rotunda of public buildings. (1948 C. Ch. 54 32: 1960 C. 113.070.)
