3.54.010 Markings.

All vehicles belonging to the city shall have the word "City" painted on each side in Roman letters, at least one and one-quarter inches long, or shall be marked on both sides with the seal of the city not less than three inches in diameter. In addition the vehicles used by the police department shall have the letters "P.D."; those used by the health division shall have the letters "H.D." and those used by the fire department shall have the letters "F.D." painted on each side. Each department shall number their vehicles consecutively, beginning with number one.

3.54.020 Duty of officers as to marking.

It shall be the duty of every city officer having vehicles under his charge to have the vehicles marked in accordance with Section 3.54.010.

3.54.030 Maintenance rate.

In each instance where by this code or by ordinance an officer or employee of the city is required to furnish his own conveyance to be maintained by the city, the officer or employee shall be allowed thirty dollars per month for maintenance. The thirty dollars for maintenance of conveyances shall also apply to three of the employees in the license collector's office, who furnish their own conveyances.

3.54.040 Municipal garage--Superintendent.

There is established a municipal garage for the housing, care and repair of all motor driven automobiles and trucks, except those used in the fire department. The garage is to be under the direction and control of a superintendent, who shall be appointed by the comptroller.

3.54.050 Qualifications of superintendent.

The superintendent shall be a skilled mechanic qualified to perform his duties in the management of the municipal garage, including the supervision and direction of repairs and the ordering of supplies for the stock room.

3.54.060 Rules for use of vehicles.

Rules in detail not inconsistent with the provisions of this code governing the use of all motor driven vehicles in the service of the city shall be prescribed by the comptroller. These rules shall be printed in convenient form and furnished to all officers and employees of the city using such vehicles.

3.54.080 Sheriff and deputy cars--May be parked on any street.

The sheriff of the city and his deputies shall be permitted to park their privately owned automobiles, while on official business upon any street, avenue, road, boulevard or alley within the city limits.

3.54.090 Sheriff and deputy cars--Placards.

The sheriff shall issue to his deputies placards for use in their privately owned automobiles while on official business. These placards are to be clearly displayed, one in the rear window and one on the windshield. Each placard shall bear the Great Seal of the State of Missouri and the words "Official Business Deputy Sheriff City of St. Louis," the year for which issued, the badge and identification number of the deputy and the signature of the sheriff. The sheriff shall limit the issuance of placards only to deputies assigned to serving writs and processes of court or the transportation of prisoners.

3.54.100 Sheriff and deputy cars--Exempt from parking meter fees.

The sheriff and his deputies while parking their privately owned automobiles under the provisions of Sections 3.54.080--3.54.110 shall be exempt from paying parking meter fees.

3.54.110 Sheriff and deputy cars--Restrictions on parking.

Nothing contained in Sections 3.54.080--3.54.110 shall authorize any person to park his automobile in a manner as to obstruct or obscure any traffic sign or signal, or as to create a traffic hazard. It is unlawful for a deputy to display upon his automobile the official placard at any time except while actually engaged in official business and it shall be unlawful for a deputy to give or lend his placard to another person not authorized to use the same by the sheriff.

3.54.120 Penalty for violation.

Any person who violates provisions of Sections 3.54.080--3.54.110 shall be guilty of a misdemeanor and, upon conviction, shall be fined not less than ten dollars nor more than one hundred dollars.
