3.52.010 Official designation--Issuance.

The City shall publish a newspaper and publication printed in the English language which shall be known as "The City Journal. The official publication of the City of St. Louis, Missouri." Such publication shall be issued on Tuesday of each week, except when Tuesday falls upon a legal holiday, in which event such publication shall be issued on the day following.

3.52.020 Contents--Required.

There shall be published weekly in the City Journal all publications, notices and advertisements and other matters whatsoever which the City now publishes or may hereafter be required by ordinance to publish.

3.52.030 Contents--Restricted.

There shall be printed in the City Journal official matters only and other matters as are strictly pertinent to the business affairs of the City, and those required by the Charter and ordinances to be published. No paid advertising shall be inserted therein.

3.52.040 City Register duties.

The Register shall have control and direction of the City Journal and shall supervise the publication, printing and distribution thereof. He shall adopt a form of publication to meet the requirements of this chapter, and shall establish rules and regulations pertaining to the printing, mailing and distribution of same. No additional salary shall be allowed the Register or any other officer or employee of the City for any services required to be performed under the provisions of this chapter.

3.52.050 Contract for printing--Awarded by bids.

The publication of the City Journal may be done by contract with some responsible printing establishment, and the contract shall be made upon bids and in the same manner as other contracts are now required to be let under the provisions of the Charter and ordinances. Provided further, in lieu of contracting for the printing of the City Journal, the Supply Commissioner may perform such printing through the multigraph section of the Supply Division, and when so elected all other provisions relating to the City Journal shall be complied with as their meanings are harmonized to adjust for the City printing the City Journal.

3.52.060 Contract for printing--Time--Bond--Forfeiture.

The contract required by Section 3.52.050 shall be let for a period of one year, beginning on June 25 of each year. All contractors under the provisions of this chapter shall be required to give good and sufficient bond for the faithful performance of the contract. The contract shall be let to the lowest and best bidder, quality of work and prompt delivery to be considered, and the contract shall provide for the forfeiture of the contract on the part of any bidder if the bidder fails to perform the contract as provided.

3.52.070 Contract for printing--Proceedings of Board of Aldermen and Board of Public Service.

The contract for publishing the City Journal shall provide for the printing and furnishing in pamphlet form three hundred and fifty copies of the proceedings of the Board of Aldermen, as may be published in the City Journal. The contract for publishing shall also provide for the printing and furnishing in pamphlet form one hundred copies of the proceedings of the Board of Public Service, as may be published in the City Journal. The pamphlet copies of the proceedings of the Board of Aldermen and of the Board of Public Service shall be furnished on or before Thursday of each week next following the publication of the City Journal containing such proceedings. The contract shall fix the price of the printing and furnishing of such extra copies.

3.52.080 Contract for printing--Copies.

The contract for the publication of the City Journal shall provide for a sufficient number of copies of the City Journal to supply the requirements of the different departments and offices of the City and to meet the demands of interested persons and the public generally.

3.52.090 Distribution of copies and charges for City Journal.

A. Two (2) copies of each issue of the City Journal shall be furnished gratuitously to each newspaper regularly published in the City and up to ten (10) copies of each issue of the City Journal shall be furnished gratuitously to every public library, law library, public institution and civic organization in the City upon application for same. The Register shall at all times keep a sufficient number of copies of the City Journal on hand to meet the demand therefor.

B. As of August 18, 1989, copies of each issue of the City Journal shall be sold to all others requesting same at a charge of one dollar ($1.00) per single copy, said charge to include the cost of mailing, and yearly subscriptions shall be sold to all others requesting same at a charge of twenty-six dollars ($26.00) per yearly subscription, said charge to include the cost of mailing, and all proceeds from such charges shall be paid over to General Revenue Fund of the City.

C. Annually thereafter, but not later than April 1 of each year, the City Register shall prepare a revised schedule of charges for the City Journal, such schedule to be based on the actual costs of printing and mailing said Journal for the previous year, and shall distribute said schedule to all previous year's subscribers and elected and appointed officials. Said schedule shall thereafter be the basis for charges for the City Journal on the third Tuesday of April of said year and shall remain in effect until a new schedule is distributed.

3.52.100 Journal to be bound--Prima facie evidence.

The Register shall have a continuous series of the City Journal bound as completed annually and deposited with his certificate in the office of the Register of the City. Copies of the contents of any part of the bound series certified by the Register shall be received in judicial proceedings as prima facie evidence of the truth of the contents.

3.52.110 Preparation of material for publication.

The Clerk of the Board of Aldermen shall prepare and present to the Register copies of ordinances, resolutions and other matters required to be published, for publication in the City Journal. The secretary of the Board of Public Service shall likewise prepare and submit to the Register all matters and proceedings of the Board of Public Service to be published in the City Journal. It shall be the duty of all officers and employees of the City to properly prepare and submit matters to be published in the City Journal.

3.52.120 Register authorized to revise matter submitted.

The Register shall be empowered and authorized to revise any matter submitted by officers and employees of the City for publication in the City Journal, except records of proceedings of the Board of Aldermen and records of proceedings of the Board of Public Service.

3.52.130 Expenditures and payments.

All expenditures and payments necessary to carry out the provisions of this chapter shall be made upon the voucher of the Register.
