3.38.010 Director of Health and Hospitals.

The Director of Health and Hospitals shall have those qualifications prescribed by Article XIII Section 14C(a) of the Charter and shall perform those duties as prescribed in Article XIII Section 14C(b) of the Charter and any additional duties as may be prescribed by ordinance and shall have under his jurisdiction the management, control and supervision of all of the business of the Department of Health and Hospitals.

3.38.020 Hospital Commissioner.

The Director of Health and Hospitals shall appoint a hospital commissioner whose duties shall be those prescribed by Article XIII Section 14C (d) of the Charter and any additional duties as may be prescribed by ordinance.

3.38.030 Assistant Hospital Commissioner.

The Hospital Commissioner is authorized to appoint an assistant hospital commissioner, whose duties shall be those prescribed by the Hospital Commissioner, or when directed by the Hospital Commissioner, he shall perform all the duties of the Hospital Commissioner, and he shall have authority to exercise the same power and perform the same duties as given and prescribed by the Charter, and the Hospital Commissioner. The Assistant Hospital Commissioner, when performing the duties and exercising the powers of the Hospital Commissioner, shall be designated as the acting Hospital Commissioner.

3.38.040 Health Commissioner.

The Director of Health and Hospitals shall appoint a health commissioner whose duties shall be those prescribed by Article XIII Section 14C (c) of the Charter and any additional duties as may be prescribed by ordinance.

3.38.050 Services in Division of Health.

There is established in the Division of Health of the Department of Health and Hospitals the following services:

A. Administrative and special services;

B. Preventive medicine services;

C. Health center services;

D. Environmental sanitation services.

3.38.060 Records for Division of Health.

The Division of Health shall keep in suitable books a full and correct record of its proceedings and acts. It shall also keep a full and correct account of all expenses incurred by its authority, specifying the amounts, why, when, and how incurred, for what purpose applied, and also a correct account of moneys received by it from whatever source. It shall also keep a book for the registration of physicians who have complied with the ordinances governing the registration of physicians.

3.38.070 Approval of pay rolls and requisitions.

All pay rolls and requisitions for supplies or repairs for the Health Commissioner's office and sanitary section shall be approved and signed by the Health Commissioner (or in his absence by the Assistant Health Commissioner), and all vouchers for accounts against the Health Commissioner's office and sanitary sections shall be signed by the Health Commissioner (or in his absence by the Assistant Health Commissioner) and attested by the Clerk of the Health Commissioner, whereupon the Comptroller shall draw his warrant upon the Treasurer for the amount thereof.
