3.36.250 Powers and authority of board of children's services.

The board of children's services shall exercise a general administrative control over the institution known as Bellefontaine Farms, and shall have power and authority:

A. To manage and control the institution in all matters relating to the custody, care, education, health, occupations, pleasures and general welfare of children placed therein;

B. To appoint and discharge the superintendent of the institution in accordance with the Charter and ordinances;

C. To approve or reject the selection of all other officers and employees of the institution;

D. To make, establish, alter and enforce all rules and regulations necessary for the government and control of the institution;

E. To approve or reject all rules and regulations of the superintendent for the conduct and control of the officers, employees and the children of the institution;

F. To establish by rule and regulations, as may from time to time be necessary, the age limit, the degrees of depravity and incorrigibility, and the requirements as to mental and physical condition of children who may be received or retained at the institution;

G. To arrange with the board of education of the City for the instruction of the children at the institution;

H. To transfer to the board of education all children the board may be qualified to receive when it shall have established a parental school, as authorized by the laws of Missouri.

3.36.255 Powers and duties of superintendent and assistant superintendent.

The superintendent at Bellefontaine Farms, or, in his absence, the assistant superintendent, shall be the chief executive officer of the institution. He shall have under authority of the board, control of the institution and shall have the power:

A. To enforce all rules and regulations of the board relating to the institution;

B. To establish, subject to the consent of the board, and enforce all needful regulations for the conduct of the officers, employees and inmates of the institution;

C. To appoint and discharge all necessary officers and employees in accordance with Article XVIII of the Charter.

3.36.260 Monthly report of superintendent--Statements of receipts and expenses.

The superintendent shall render a monthly report to the board showing the number of children received, the number released, the population of the various departments, the number and classification of the officers and employees appointed or discharged, and any other information which the board may require. The superintendent shall furnish to the board of estimate and apportionment statements of receipts and expenses, and estimate of receipts and requirements of the Bellefontaine Farms, as the board of estimate and apportionment may require, and he shall file at the office of the board of children's services a duplicate of the statement when made.

3.36.265 Board, room and transportation may be furnished teachers.

Board and room and transportation to and from St. Louis at Bellefontaine Farms may be furnished to the teachers appointed by the board of education of St. Louis, whenever necessary to do so, by order of the board of children's services.
