3.28.010 Designation of subordinate to sign name of President.
The President of the Board of Public Service is authorized to designate an assistant, clerk or other subordinate to sign his name to vouchers, requisitions for supplies and other official documents. The designations shall be in writing and on the same sheet of paper the assistant or the clerk or the subordinate designated shall write the signature of the President of the Board of Public Service in the form in which he will execute vouchers, requisitions and other official documents. The written designation shall then be filed in the Office of the Register. Thereafter the President of the Board of Public Service shall be deemed to have adopted as his own the signature of the assistant, clerk or subordinate to any voucher, requisition or other official document.

3.28.020 Revocation of designation.
The President of the Board of Public Service may at any time revoke any designation made by him under the authority of Section 3.28.010 and designate any other assistant clerk or subordinate to execute vouchers, requisitions for supplies and other official documents as provided. The revocation and new designation shall be filed in the office of the register.

3.28.030 Associate to President.
The President of the Board of Public Service may appoint an associate, who shall be an engineer of technical training, of at least ten years experience and qualified to design and direct engineering work. He shall act as executive assistant to the President in the conduct of all affairs of the Department of the President. He shall give bond to the City in the amount of ten thousand dollars.
