3.24.550 Established.

There shall be established for one year from the effective date of the ordinance codified in this part, unless continued by further ordinance, within the bureau of fire prevention, a new office to be known as the arson investigation detail subject to the jurisdiction of the fire marshal.

3.24.560 Membership--Appointments.

The arson investigation detail shall include a chief executive officer to be known as the chief investigator, fourteen investigators, one stenographer and one clerk typist. So far as may be possible from manpower resources, the chief of the fire department shall appoint the chief investigator who shall be an officer of the fire department of the rank of captain or higher, fourteen investigators who shall be officers of the fire department, one stenographer and one clerk.

3.24.570 Powers--Training requirement.

A. Fire department officers who are assigned to the arson investigation detail shall possess after special commission of the Board of police commissioners all police powers of the city and the Chief of police under the laws of the state of Missouri which such commission shall not be granted until the Board of police commissioners has been satisfied that such special officers have received proper academic and on the job training as to be qualified to use such powers within the proper limits of law. Such commission shall also be limited specifically by the Board of police commissioners to only such time as such officers are on duty with the arson investigation detail. The special commission provided for herein shall be revoked summarily whenever it shall be requested by any member of the Board of police commissioners, by the chief of police, by the chief of the fire department, by the fire marshal, or by the chief investigator.

B. In addition to the foregoing, the fire marshal shall not permit any fire department member to be armed.

3.24.580 Training program.

A training program shall be established by the fire department for the members of the arson investigation detail concerning cause and origin of fires, the law of arson, techniques of arson investigation. A training program shall be established by the police department concerning criminal investigation, laws of arrest and search, offensive and defensive tactics, interrogation and interviews and handling of juveniles.

3.24.590 Equipment to be provided.

All transportation, communication, recording, photographic equipment necessary to perform the duties of the arson investigation detail shall be provided subject to the approval of the Fire Marshal from existing resources or supplemented appropriations approved by the Board of Aldermen.

3.24.600 Office equipment and administrative employees.

All office equipment and administrative employees shall be provided by the Fire Department from existing resources or supplemented appropriations approved by the Board of Aldermen.

3.24.610 Purpose and duties.

The arson investigation detail herein established is required because an emergency situation exists which requires an expert strike force to investigate all fires of undetermined origin or arson and apprehend the perpetrators thereof. The arson investigation detail shall investigate all such fires and every department of the City is hereby authorized and directed to cooperate and aid the arson investigation detail whenever requested by the chief investigator.

3.24.620 Written reports required.

The chief investigator shall establish communication with the Insurance Division of the State of Missouri, and shall make monthly written reports of the work being conducted by the arson investigation detail to the Mayor, the Board of Police Commissioners, the Director of Public Safety, the Circuit Attorney and the Superintendent of the Insurance Division of the State of Missouri.
