3.18.010 Office and duties generally.

The office and duties of the register shall be as provided by the Charter and ordinances of this city.

Cases:

It is the duty of the register to perform the duties of a county clerk in respect to the general laws of the state. State v. Tracy, 6 S.W. 709 (1888).

Ops. Atty. Gen.:

The register of the city of St. Louis is authorized to perform the duties of county clerk. No. 125, January 18, 1966.

3.18.020 Duty to procure and issue license plates, tags, and forms, permits and certificates.

All metallic license plates and tags and all blank licenses, tickets, receipts, permits, certificates or other blank forms as may be provided for by ordinance shall be procured by the register by his requisition on the supply division and shall be attested and issued by the register and on the requisition of the comptroller delivered and charged to the comptroller, who shall countersign and deliver them to the proper officers and receipt therefor. All blanks, plates or tags not used shall be returned to the comptroller, who shall cancel and return them to the register.

3.18.030 Appointment of deputy registers, storekeeper and stenographer-clerk.

The register shall appoint a first deputy register, a second deputy register, one storekeeper and one stenographer-clerk. They shall perform duties as the register may direct. In the absence of the register, the first deputy register shall perform the duties of register. The register or surety on his official bond shall be responsible for the official acts of the first and second deputy registers.

3.18.040 Bond.

The register shall give bond to the city for the faithful performance of his official duties in the sum of ten thousand dollars.

The official bond of the register shall be deposited with the comptroller for safekeeping.

3.18.050 Fees for certified copies furnished by register.

The register shall charge all persons, except members of the board of aldermen and city officers, for certified copies of ordinances, records or other papers on file in his office the fee established by law for such ordinance, record or paper and for his certificate thereto under seal an additional fee of one dollar. For such fees he shall issue receipts in duplicate, one of which shall be filed with the comptroller and the other shall be handed to the person making the payment.

3.18.060 Authority of register to loan official documents--Receipt.

The register is authorized to loan official or contract bonds, contracts, or other official documents of which he is custodian, to city officers for their convenience in the performance of their duties or because of legal necessity, upon receipt therefor by the city officers or their authorized deputies. The city officers shall be responsible for the document so receipted for pending the return of the same to the register.
