St. Louis board of police commissioners may discontinue the use of a station house if it deems it is no longer needed in the administration of police matters in the particular police district. No. 46, April 27. 1960.

Employees of Brink's, Inc. who act as armed guards within the city must be licensed by the board of police commissioners of the city. No. 282, July 1, 1970.

City of St. Louis has no authority to require that officers of the police force of the city hired after a specified date reside within the city. No. 276, October 16, 1973.

With respect to the issuance of summonses and the acceptance of bail by police officers of the city of St. Louis, see No. 323, December 10, 1973.

Cases:

The St. Louis Board of Police Commissioners is a "state agency" subject to article X, section 21 of the Missouri Constitution which prohibits state agencies from requiring increased activity of cities or other political subdivisions without an attendant state appropriation to cover the increased cost. State ex rel. Sayad v. Zych, 642 S.W.2d 907 (Mo. banc 1982).

3.12.010 Identification cards for members of the press and attaches of radio stations.

The Board of Police Commissioners is authorized to issue to bona fide members and employees of the press and attaches of licensed radio stations operating for public convenience and necessity, identification cards under rules and regulations as the Board of Police Commissioners shall prescribe. The identification cards shall contain the name and address of the holder and set out the name of the employer, newspaper or radio station to which the person is attached. The identification cards shall contain the signature of the person to whom issued.

3.12.020 Automobile placards for members of the press and attaches of radio stations.

The Board of Police Commissioners is authorized to issue to bona fide members and employees of the press and attaches of licensed radio stations operating for public convenience and necessity, an automobile placard under rules and regulations as the Board of Police Commissioners shall prescribe. The placards shall contain the word "Press" and the official insignia of the Board of Police Commissioners. The placard shall be conspicuously placed upon the motor vehicle of the one to whom it is issued in a manner prescribed by the Board of Police Commissioners and not otherwise prohibited by law.

3.12.030 Unauthorized cards, placards or other emblems.

It is unlawful for any person in the City, without having had issued by the Board of Police Commissioners a card or placard, to wear, display or have on his person any card, badge or other emblem, or to operate a motor vehicle upon which a placard, plate, sticker or sign has been placed which purports, represents or in any manner indicates that the wearer or possessor thereof or operator of the motor vehicle thereof, has had issued by the Board of Police Commissioners a card or placard or other emblem.

3.12.040 Memoranda or records of arrest not to be released.

Memoranda or records of the arrest or arrests of any persons suspected of or charged with offense against the law including offenses for felony, misdemeanor or the violation of an ordinance (except offenses involving violation of state or local traffic laws), or other offense whatsoever against the laws or ordinances of a city, a county, a state or the federal government wherein the arrest does not culminate in a conviction therefor, shall not be disclosed in any manner after thirty days or more have expired following the arrests to any person other than staff members of the offices of the Circuit Attorney and City Counselor, prosecuting attorneys, United States district attorneys, United States judges, Federal Bureau of Investigation, all other federal, state, county or municipal law or ordinance, judges of the St. Louis Court of Criminal Correction, judges of the City Courts, magistrates outside the City and their equivalents, probation officers, judges of the Circuit Court for Criminal Causes, circuit judges and their equivalent and judges assigned to administer the juvenile laws of this state, for their use in processing criminal investigations.

3.12.050 Each disclosure a separate violation.

Every disclosure of any memorandum or record of arrest shall constitute a separate violation.

3.12.060 Penalty.

Every person convicted of a violation of Sections 3.12.040 and 3.12.050 shall be fined not less than fifty dollars nor more than five hundred dollars or by imprisonment for not more than ninety days or by both such fine and imprisonment.
