3.02.010 Annual reports to be filed with Mayor.

The annual report of each executive board and the head of each department or office required by Article VIII, Section 10 of the Charter, shall cover the period of the fiscal year and shall be filed with the Mayor not later than the first day of August in each year, and a copy thereof shall be filed with the Register on the same date. The annual reports of the head of each department, division office, branch and section of the Board of Public Service shall cover the period of the fiscal year and shall be filed each year with the Secretary of the Board of Public Service not later than forty-five days after the close of the fiscal year, and a copy thereof shall be filed with the Register on the same date.

3.02.020 Offices to be open five days.

All City offices performing County functions except the Sheriff's office shall be open to the general public five days per week, excepting Saturdays, Sundays and legal holidays. The elected office holder may open his office on a sixth day or any portion thereof, when, in his judgment the public convenience requires such opening.

3.02.030 Permit and license issuance--Summary of applications required.

It shall be unlawful for any City board, department, division or other agency authorized to issue permits, licenses or other written grants of authority, including, but not limited to the Building Division, Board of Public Service, Charity Solicitation Commission, Excise Division, Health Department, License Collector and the Water Division to act upon or issue any future permit, license or other grant of authority for the operation of any new establishment until a summary of all such applications has been delivered to the Clerk of the Board of Aldermen, and his receipt taken therefor, all within three (3) days after its presentation to the relevant agency or authority.

3.02.040 Permit and license issuance--Exemption for license renewal.

The provisions of Section 3.02.030 through 3.02.050 shall not apply to applications for renewal of an existing license nor shall it be required of the License Collector before the issuance of automobile City stickers.

3.02.050 Permit and license issuance--Distribution of application summaries.

All divisions referred to in Section 3.02.030 shall furnish a summary of all applications applied for in sufficient numbers to provide a copy for each Alderman (not less than 30), to the Clerk of the Board of Aldermen for distribution. Summary shall be made and forwarded to the Clerk no later than three (3) days following initial applications.

3.02.060 Returned checks--Service charge.

There is hereby established a service charge of twenty dollars for any check that is returned to the City of St. Louis, or any of its departments or boards, the Collector of Revenue, License Collector, Sheriff, Recorder of Deeds, Circuit Attorney, Treasurer, Public Administrator and Circuit Clerk's offices, because of insufficient funds, and it shall be a violation of this chapter for any person, firm, or corporation not to reimburse the payee for any checks returned and/or to pay said service charge.

3.02.070 Contracts subject to city earnings tax.

After December 31, 2002 no contract for services subject to City earnings tax of the City of St. Louis shall be executed on behalf of the City unless there are attached thereto certifications from the Collector of Revenue dated not more than thirty (30) working days prior to the execution of the contract for services subject to City earnings tax stating that the contractor has paid all City earnings taxes due as of the date of the certification and has filed all returns of earnings tax and payroll expense tax required to be filed as of the date of the certification and from the License Collector that the contractor has a current business license. Any contract for services subject to City earnings tax executed without such certifications attached thereto shall be void and of no force or effect.
